MSF Belgium left Ethiopia in 2013 and got registered mid-March 2021. Resuming under an Emergency perspective, several projects have been opened and closed. Amongst those ones, two (in SNNP and Afar Region) are being re-oriented toward a longer-term perspective. But the strategy to develop an emergency response capacity remains a key component for the years to come.
As a start, a first project has been opened in SNNPR Region. Following tensions in Konso Zone and surrounding Special Woredas – leading to the displacement of an approximate 100,000 IDPs – an assessment conducted in December 2020 led to the opening of a project in January 2021, focused on Measles support, mobile clinics and water provision; Looking toward anchoring our presence in this area toward a more horizontal support to the Primary Health Care system, the strategy – and the Human Resources approach – will operate a drastic turn compare to the existing ones.
In September 2021, an assessment was conducted in the Afar region. The initial intervention was interrupted due to security and resumed mid-March 2022 under a ‘light support’ approach. With the needs increasing, especially related to malnutrition, MSF Belgium decided to extend its presence for a longer period of time and a revised Project Agreement is being discussed.

Main Purpose
Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives
Accountabilities
• Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
• Updating the HR database and personal files to facilitate HR processes management.
• Updating Social security Tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance
• Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
• Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
• Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
• Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
MSF Section/Context Specific Accountabilities
· Supervises cleaners in the office and guesthouse and also cooks in the guest house.
· Ensure all the office and guest house rooms including toilets and showers are well cleaned and equiped with the necessary materials like toilet paper, hand washing soap, other ditergents used for toilets and etc
· Facilitate, organize and follow the accommodation for relocated national staff, international staff and visitors and make sure all the necessary materials are in the room.
· Make periodic inventory for kitchen utensils and materials to identify the missing, broken or obsolete and take the necessary measures
· Follow the movement table everyday and update the movement follow up table for air port pick-ups and drop-offs
· Prepare and send flight booking request for the staff departing from/coming to the project and ensure the passenger/s receive the flight ticket on time.
· Update the project contact list regularly and share it to Coordination whenever there is an update
· Support the project HR Manager with preparing new vacancy announcements, collecting and organizing the application documents and inviting the candidates for written test and interview.
· Organize the written test or interview room in consultation and collaboration with Project HR Manager and Project Logistics Manager/Supervisor
· Draft memos and letters when requested by his/her line manager and also translate to local language when needed
· Additional HR/ Admin tasks delegated by the Project HR Manager
Education
· Desirable HRM, business or administration related diploma.
Experience
· Essential previous working experience of at least two years in relevant jobs.
· Desirable experience in MSF or other NGOs in developing countries.
· Basic computer skills including Microsoft Outlook, Excel, and Word
