- POSITION TITLE: Senior Surveillance & Data Management Advisor, Global Health
- LOCATION: Ethiopia
Responsibilities
- Provide technical leadership to the development of the project strategic plan, work plan, and project monitoring for the surveillance and Early Warning, Alert and Response System (EWARS)
- Contributes to planning, recommendations, and development of department/program/project concept, operations, and/or implementation of surveillance and M&E data systems
- Advises and creates plans based on analysis of issues and trends, and how these link to the responsibilities, capabilities, and potential to continue to advance the rigor of surveillance systems in Ethiopia
- Develops strategies and tools for the design and implementation of specific technical components
- Leads a variety of surveillance activities and supports country ownership and governance to guide refinement, trainings, and learning to strengthen and support the development of systems
- Assesses surveillance system at the macro and micro levels to understand and advise on ways to improve data flow and identify both gaps and duplication in surveillance data
- Strengthen the collection, management, analysis, interpretation and use of surveillance data to inform of appropriate responses, contributing thought leadership and engaging country-based teams to build local capacity building and expedite transition
- Organizes and supports, as needed, project trainings, conferences, workshops, and meetings
- Participates, and represents the organization as needed, in outside associations, conferences and meetings
Required Qualifications
- Master’s in Public Health or related areas preferred
- At least 7 years of demonstrated experience in public health emergency surveillance, particularly in disease surveillance, early detection and alert responses, risk analysis, data management and/or related field epidemiology activities in Ethiopia
- Deep understanding and knowledge of the Early Warning and Alert Response System (EWARS), surveillance and data management particularly in public health emergency data
- Fluency of English and Amharic in reading/writing/speaking (Level IV) is required.
- Proficiency in implementing quality improvement activities at facility and community levels
- Skilled in building capacity of individuals and organizations
- In-depth understanding of Ethiopian healthcare system, particularly the public health system
- Proven track record managing a project team composed of several technical experts and fostering teamwork
- Familiarity with USAID’s administrative, management and reporting procedures and systems
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Expertise in research to practice—identifying and adapting best practices to specific project contexts
- Demonstrable skills and experience in development of M&E tools, data analysis, data use, data visualization, and assessments
- Proficiency in Microsoft Office applications, including TEAMS and PowerBi
- Ability to travel nationally
