Aim of this assignment
The capacity development senior expert’s primary role is to support ESAP implementing partners (IPs) in developing IPs’ technical and institutional capacity for the effective implementation of ESAP’s social accountability (SA) program.
Activities to be performed
The CD senior expert works closely with other CD team members and other ESAP units. The expert provides guidance and technical support to IPs on the use of SA tools and mechanisms following the ESAP current strategy. Specific tasks:
- Coordinate CD experts in planning and executing the CD strategy
- As assigned, represent the MA and contribute to platforms such FTA-SA-GRM partnership at federal and regional levels, CSO programs and others.
- Identify capacity development needs of SA stakeholders
- Conduct and facilitate specific CD interventions, such as in-person and online training for IPs, media and other key SA stakeholders
- Coach IPs to effectively manage SA interventions based on identified capacity development needs and monitoring visits
- Provide routine guidance to IP staff in-person, by phone or by other means to assist implementing SA strategy
- Guide IPs on institutionalizing and sustaining SA at all levels
- Oversee and support the grantees in developing, coordinating, and monitoring local capacity development
- Support, review and negotiate IPs’ annual work plans and budgets
- Conduct organizational assessments as indicated based on monitoring and reporting findings
- Develop deliverables to track capacity building activities
- Contribute to the writing of quarterly progress reports by the MA
- Join regular monitoring visit missions
- Analyze IP performance data produced by the MA’s MEL system
- Assist IPs in producing success stories ‘from the field’
- Facilitate donor and government official field visits to ESAP implementing woredas
- Develop and/or assist in the development of SA training materials
- Any other task as assigned by the immediate supervisor or the MA team leader.
- Collaborate with other MA units, particularly with MEL and Communications units.
Report To: The CD senior expert reports to the CD lead
Period of the assignment
Until 31 December 2022, with possible extension based on performance & availability of funds.

Qualifications and skills
- MA in development studies, international relations or equivalent with relevant working experience.
- Demonstrable experience working with government at regional and local level.
- Familiarity with SA in Ethiopia or with similar government-citizen engagement programs.
- Facilitation skills and comfortable speaking in public.
- A sound understanding of government and civil society in Ethiopia.
- Understanding of and appreciation for the development and importance of knowledge and skills training.
- Pro-active and a ‘can-do’ attitude. Open minded and recognition of the importance to learn from experiences from both within and outside the country.
- Strong English, both spoken and written, Amharic and preferably in one other local language.
