Almost 40 years of global experience supports and informs JSI’s work in Ethiopia. Since 1994, JSI has worked in partnership with the government and local civil society organizations to support the Ethiopian government’s health and development priorities.
JSI is working in all regions across Ethiopia, in urban as well as rural areas—though most projects reach the largest population groups by focusing on the four most populous regions.
Operationally, JSI has the integrity of strong management systems, combined with the flexibility of a decentralized structure that meets clients’ and partners’ needs.
JSI seeks an experienced Director of Monitoring, Evaluation and Learning (MEL) for an anticipated United States Agency for International Development (USAID) funded health project(s). The purpose of the project(s) is to strengthen health systems, improve quality of reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, and strengthen the public health emergency response and health system resilience. The project will likely also support health services in conflict-affected areas.
The MEL Director will work under the direction of the Chief of Party (COP). The MEL Director is responsible for leading the overall design, management and implementation of strategic information system – which includes monitoring and evaluation, research, learning, and knowledge management of the project – to inform future programming and communicate project successes. S/he will also be responsible for development, revision and oversight of the project’s MEL plan—which includes indicator development and tracking, development of metrics to assess improvements in program outcomes, project targets/benchmarks, data quality assurance approaches, and capacity building. S/he will supervise data managers, researchers, knowledge management, and other MEL staff as appropriate.
RESPONSIBILITIES
- Lead the development and regular update of the project MEL plans based on the government of Ethiopia (GoE) and USAID’s requirements;
- Lead the development of internal information system to facilitate collection, storage and use of routine, periodic and ad hoc data for monitoring (results tracking) and evaluation as well as research purposes;
- Train and mentor MERL team as well as consortium members for rigorous and continual strategic use of data;
- Work closely with technical leads to ensure compatibility of activities to the M&E framework, and adherence to national and donor requirements;
- Ensure project related data is captured and stored, and lead all project quarterly and annual activity and other reports required by GoE and USAID;
- Promote the most efficient use of data to inform national and local leaders as well as internal staff of best practices;
- Ensure the proper use of CLA approaches in designing the strategic information system and implementation/operations researches and utilizing lessons/learning for future programming, and drive strategic discussions;
- Responsible for implementing JSI’s Accountability Framework and Code of Conduct, and adhering to JSI’s polices on fraud management;
- Any additional responsibilities, as assigned.
- Master’s Degree in public health, statistics, information systems, demography, sociology, epidemiology, biostatistics, or a related field is required while a PhD is desirable;
- At least 8 years of experience with management of M&E systems for USAID or similar health programs;
- Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation;
- Familiarity with health information systems as they relate to RMNCAH programs and services;
- Experience working with stakeholders to successfully design, manage, and implement information systems and monitoring and evaluation plans;
- Expertise with mobile technologies and data visualization tools including Tableau or Power BI to support clear and efficient project communication to stakeholders;
- Advanced working knowledge of Excel and data dashboards, Google drive and Salesforce is strongly desired;
- Excellent time management and execution skills and ability to prioritize and meet deadlines and work on multiple requests from USAID;
- Knowledge of/experience with the main existing electronic health information systems in use in Ethiopia (DHIS2, eCHIS, and EMR) is required;
- Excellent interpersonal skills? ability to work successfully with teams/units across the project and organization;
- Demonstrated experience leading and building the capacity of M&E staff, including regional field-based staff, to meet project needs and deliverables is strongly desired;
- Excellent oral and written communication and presentation skills in Amharic and English required;
- Experience working in conflict settings is a plus.
