Co-recipient of the 1997 Nobel Peace Prize, Humanity & Inclusion (new brand name of Handicap International) is an independent and impartial organization working in situations of poverty and exclusion, conflict and disaster.
We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
With local partners, we run programs in health and rehabilitation and social and economic integration. We work with local authorities to clear landmines and other war debris and to prevent mine-related accidents through education. We respond quickly and effectively to natural and civil disasters in order to limit serious and permanent injuries and to assist survivors' recovery and reintegration. We advocate for the universal recognition of the rights of the disabled through national planning and advocacy.
HI is the world's most comprehensive mine action charity. The heart of this action is victim assistance—this was our beginning in 1982—but teams also prevent injuries through weapons and landmine clearance, risk education activities, stockpile management, and advocacy to ban landmines and cluster bombs.
GENERAL
The MEAL Officer is responsible to oversee all projects’ activities such as data collection, beneficiaries’ database setup and management, supportive supervision, and coordination of review meetings and periodic reporting in all targets. S/he is also responsible to keep a reliable and quality database at all levels and write quality monthly, quarterly/ biannual and annual projects. The MEAL Officer will be based in Addis Ababa with frequent travels to field.
Missions
1. JOB DESCRIPTION
ROLE PURPOSE:
The MEAL officer is backstop for providing technical support for MEAL and Project Managers to help them closely work with project staff and partners in the area of project data/information management, monitoring and evaluation activities. He/ She Coordinate and interacts with all project staff to assure program quality, accountability and timelines of activities at all levels. He/ She is responsible to oversee all projects’ activities such as data collection, database management, supportive supervision, and coordination of review meetings and periodic reporting in all targets. He/ she is responsible to keep a reliable and quality database at all levels and write quality monthly, quarterly/ biannual and annual project reports.
2. KEY AREAS OF ACCOUNTABILITY:
Coordination:
· Closely work with humanitarian and development actors working on protection (SGBV and CP), education and health including local public services, DPOs, Women’s organization, youth associations, and human rights organizations.
· In collaboration project officers, engage and coordinate the overall Surveys; Workshops’ report, reports; Consultative meetings reports; Interviews for each consultation activity and other M&E activities.
· In collaboration with technical team, work on the development and adoption of guidelines, toolkits, and other resources.
· Contribute and facilitate workshops, review meetings and practices of consultations activities; quarterly HI sector and internal reporting and other MEAL activities.
· In consultation with the IM officer and MEAL manager, Lead KAP study in collaboration with the technical team,
· Use and apply Survey CTO for the collection and utilization of data while conducting KAP survey and other assessment.
· Facilitate timely and regular program monitoring in collaboration with project MEAL team
· Coordinate/support documentations of training, review meetings, preparation of case studies, and make sure that all project activities are well documented and trackable
· Coordinate, prepare, and consolidate all reporting (monthly, biannual and annual) activities of the project in collaboration with MEAL manager, program managers, thematic advisors and others as needed,
· Encourage to have better documentation for humanitarian and development practitioners receiving trainings, capacity buildings and technical assistance, capture lessons and success stories, and disseminate them to the concerned bodies.
Project Planning:
· Support and ensure project staff prepare annual project work plan/DIP and timely submit for approval;
· Support Field project staff to ensure that project work plan/DIP is harmonized with the indicators performance tacking tool-IPTT
Project Implementation:
· Support program team to monitor timely implementation overall project work plans and budget utilization
· Ensure timely implementation and effectiveness of project related review meetings at different levels
· Ensure that the quality of project supported MEAL training, review meetings and supportive supervisions are maintained;
· Provide monitoring and evaluation coaching to relevant project staff and government staff engaged in data management and utilization.
· Provides technical support to regional team in project activity monitoring, data organization and utilization and report writing
· In consultation with the MEAL manager and project team, Ensure the existence of strong project data base; update and sustain the system.
Monitoring and Supervision:
· Timely review project reports and provide constructive feedback
· Undertake regular visits to the field and targeted facilities to support monitoring processes, spot check data collection, data quality, analysis, reporting on program progress
· Closely follow functionality project implementation and accountability mechanism at all levels
· Actively participate in project review meetings to assess progress;
· Keep on track the performance of the region’s activities according to the project plan and inform the project managers if there are deviations from the plan
· Support and ensure that project data are timely collected, entered to database and used for Semi-annual and annual reporting
Documentation and reporting:
· Submit timely monitoring reports, and review meeting proceedings to MEAL Manager for documentation;
· Participate in monthly / biweekly MEAL meeting and prepares meeting minutes with action points for the follow up and documentation
· Performs other related tasks as required
3. EXPERTISE
Ensures data quality and compliance with HI standards
· Implements quality control procedures.
· Ensures the deployment of internal data management standards.
· Contributes to data reporting exercises between Head office and the field.
Supports operational teams in the analysis and use of data
· Support the IM officer while producing statistical visualizations and analyses as required, at project and program levels.
· Support operational teams in the write ups of their data and its use for decision support purposes
· Laisse with the IM officer to ensure the dissemination of data internally and externally through adapted communication formats
Support the IM officer to put in place mechanisms to ensure the protection of beneficiaries’ personal data
· Carries out a data protection impact assessment on the program.
· Coordinates the implementation of an action plan to strengthen data protection.
· Ensures the security of databases.
Contribute to MEAL sector development
· As proposed by HQ Innovation, Impact & Information Division, contribute to potential systems for ensuring better MEAL unit.
4. INFLUENCE
Contributes to the external representation and promotion of HI’s expertise.
· Upon request, represents HI’s MEAL unit in all relevant networks in its area of operation.
· Collaborate with other HI Program team to ensure regional coherence and representation.
· Contributes towards advocacy on specific subjects (notably through the consolidation of evidence-based data and analysis) in line with the operational strategy and HI federal advocacy priorities.
· Contributes locally to communication messages in line with the operational strategy and HI federal communication priorities.

Contract Duration: Six Months with the possibility of extension based on the availability of funding and performance.
