Job Overview:

The Disaster Risk Management (DRM)/Component one Team Lead for the Resilience in Pastoral Areas Activity (PIPA) is US Agency for International Development (USAID)-funded project in Ethiopia that will improve resilience to enhance food security and inclusive economic growth. This multifaceted activity is expected to be a major component in USA1D’s contribution to improving Ethiopia’s ability to withstand major shocks in the pastoral regions. a critical element on the journey to self-reliance. PCI and its consortium partner have been implementing RIPA`s South core activities which will benefit more than 107,533 households in 16 selected districts (woredas) of Oromia, Somali. South Omo (SNNP) regions. Specifically. the project has been tackling the root causes of vulnerability for lowlands households to improve their capacity to withstand and recover from climate and conflict related shocks and stresses. These include weak disaster risk management capacity at different levels, limited livelihood diversification options, poor livestock and crop productivity and market linkages and low levels of nutrition. Implementation will focus on systems change. with a strong learning component to ensure interventions are adapted per the latest analysis and research. RIPA will be one piece to the larger puzzle of building the resilience of Ethiopia’s pastoral populations, and partnerships with other implementers, donors, the GoE and the private sector will be essential to reach the scale needed for real systems change.

As the DRM Lead, this position will provide leadership and oversight over all activities for Component 1: Improved DRM Systems and Capacity. The DRM Lead will be responsible for overall planning, coordination and implementation of nutrition activities in the program, ensuring interventions achieve maximum impact while remaining on schedule and budget. The individual will work closely with other members of the senior management team and private and public sector stakeholders in designing and implementing innovative DRM approaches.

Component 1 (DRM) Team leader directly support the Chief of Party in ensuring integration of Component one activities with other component activities as well as ensuring technical collaboration across these areas to inform and work the project carries out in crises response.

Key Duties and Responsibilities:

  • Provide leadership and strategic vision for all DRM activities and manage component 1 by ensuring that staff follow work plans, activities are on schedule, and that project deliverables are high quality and on time.
  • Advise on technical aspects of DRM activities in the project to promote resilience.
  • Ensure DRM data collection using D-RISK tools in all demonstration and replication kebeles and work closely with technology team for analysis and interpretation of the results for better DRM planning and decision making
  • Ensure primary and secondary DRM data to be collected using D-RISK planner and layering of results for better DRM decision making
  • Lead the field team to prepare CMP (Contingency mitigation plan) for kebeles and Woredas based on the analysis and results of data collected using D-RISK tools
  • Work closely with the team to develop D-RISK manual using lessons learned and related information during the course of RIPA DRM activities implementation
  • Coordinate Afriscout and rangeland activities of all RIPA South Woredas and guide Afriscout team for the successful implementation of rangeland information using satellite based Afriscout app for the pastoralist to make better migration decision in the place where there is better pasture and water.
  • Support the Women Empowered (WE) activities under component 1 and coordinate the integration and linkage of WE activities among and between components of RIPA project
  • Foster collaboration planning and implementation across technical components, and support execution of activities relating to multiple technical areas and/or programming principles.
  • Ensure that all of the project components work together to create multiplier effects across and between technical sectors.
  • Contribute to the establishment and management of systems to ensure cohesion across all technical sectors of the project.
  • Mentor technical staff to develop standard operating guidelines, quality assurance and control systems, milestones, successful startup and efficient technical service delivery mechanisms.
  • Ensure that overall technical implementation quality remains consistent and of high quality
  • Encourage partner and stakeholder collaboration through activities including joint work planning, regular meetings that facilitate knowledge sharing, and/or working groups organized along geographic or technical lines.
  • Work closely with the CLA Lead to ensure that monitoring, evaluation, and learning feedback loops are being properly fed into and utilized by the technical field staff.
  • Use the knowledge and learning gained from implementation, opportunities to reflect on performance, monitoring data, evaluations, knowledge about the context, and other sources to adjust interventions and approaches as needed.
  • Develop systems to identify major risks and their management and to reduce risks in DRM implementation.
  • Ensure quality and timely reports to donor and regional Bureaus on quarterly and annually
  • Establish a culture of evidence-based decision-making and data driven analytics in an intentional way that responds to new information and changes in context.
  • Support the COP in establishing excellent communication protocols and working relationships with GOE, donors, partners and other stakeholders.
  • Actively engage in PCI’s effort to embed innovation and support the project team in doing so as well.

Required Qualifications:

  • An advanced degree (PhD or Master’s) in an area relevant to Disaster Risk Management and resilience building, plus a minimum of seven years of relevant Senior Management work experience, Professional experience should demonstrate progressively increasing responsibilities.
  • Knowledge and experience working on DRM issues in pastoral areas highly desirable, particularly relevant expertise and experience with natural resource management in the pastoral and agro-pastoral context.
  • Understanding of food security, agriculture, and/or nutrition desirable.
  • Experience in managing operations in pastoralist areas preferred.
  • Experience working with proven relationship with government responsible DRM Bureaus and building consensus among diverse actors, including NGOs (local and international), representatives of civil society, the private sector and donors.
  • Demonstrated abilities in USG donor reporting, including monitoring and evaluation, with a USAID experience preferred.
  • Proven leadership skills and demonstrated experience developing, mentoring, and building the capacity of staff and partners in DRM sector
  • Development philosophy in keeping with GC/PCI’s mission, vision, core values and approach to integrated, community-driven programming.
  • Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically.
  • Fluency (verbal and written) in English.
