Rural Development Advisor

Climate Change Cluster / Forests for Future

Forests4Future (F4F) is a global project to support the implementation of the AFR100 commitments of Ethiopia, Madagascar, Togo, Benin, Cameroon, and Ivory Coast. The F4F Ethiopia project aims to rehabilitate the ecological and productive functions of degraded terrestrial ecosystems. The project works towards strengthening the resilience of the landscapes and improving the well-being of the population.

A.   Responsibilities

The advisor is responsible for:

  • Managing the natural resource management responsibility of the program objectives, team agreements, and/or agreements with the superior.
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
  • Innovation and knowledge management

The advisor performs the following tasks:

B. Tasks

1.    Advise the partner institution(s) and partner’s technical staff on all agricultural land management related matters

The advisor:

  • Provides technical advice on natural resource management matters for the project and partners’ working with the project.
  • To cooperate in the strategic development of the project.
  • Assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts.
  • Contributes to preparing and implementing the coordination process, joint project/programme activities and work at the regional level.
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity.
  • Develops and organises quality assurance measures and suggests necessary changes, improvements, and initiatives

2.    Networking and cooperation between the project and the project partners

The advisor:

  • Supports cooperation, regular contact and dialogue and communication with partners, and cooperates with local communities, relevant organizations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships and information sharing.
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme.
  • links between national strategies in all levels and their implementation in the field and particularly in the intervention site.
  • Ensures the involvement of the partner staff in all kind of project activities.
  • Actively discuss all kind of concepts and approaches within the project and make sure, that messages to the partners are always in line with the project.
  • Makes sure that the agreed concepts, approaches and strategies of the program are well taken and implemented by the partner.
  • Ensures the involvement of the partner’s staff in planning and implementation in the site.

3.    Innovation and Knowledge management

The advisor:

  • Ensures knowledge transfer within the project.
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.
  • Documents and disseminate good experiences from the site and actively works with other GIZ and BMZ funded projects on the adoption of good lessons to other program sites.
  • Develops and/or improve innovative and efficient/effective ways of addressing the goal and objectives of the program and addressing the problems on the site.
  • Prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project manager

4.    Technical monitoring of field activities

The advisor:

  • Involves in all planning and coordination of missions to the site.
  • Follows up and monitor progress of activities based on agreed operational plan.
  • Makes the link to the monitoring and guarantee at all time, that monitoring information from the field is smart and verifiable.
  • Collects and document monitoring relevant data in the project monitoring system

5.    Coordination tasks

The advisor:

  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation.
  • Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects.
  • Compiles the relevant information for joint activities and assignments.

6.    Other duties and responsibilities

The advisor:

  • Participates in all important program meetings and planning
  • Performs other duties and tasks at the request of the project management

Qualifications

  • Masters/MSc in an area related to the programme objectives, with a focus on natural resource management, Agroforestry, horticulture, and related field.

Professional experience

  • At least 5 years’ professional experience in a comparable position.

Other knowledge, additional competences

  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office, GIS.)
  • fluent written and oral knowledge of the English language.
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
