Established in 1863, the ICRC operates worldwide, helping people affected by conflict and armed violence and promoting the laws that protect victims of war. An independent and neutral organization, its mandate stems essentially from the Geneva Conventions of 1949. We are based in Geneva, Switzerland, and employ some 16,000 people in more than 80 countries. The ICRC is funded mainly by voluntary donations from governments and from National Red Cross and Red Crescent Societies.

The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Restoring Family Link Field Officer 1 (12 months fixed term contract) based in Addis Ababa.

ACCOUNTABILITIES AND RESPONSIBILITIES

GENERAL DUTIES

  • Assists the RFL Delegate in carrying out activities related to Cooperation with the Ethiopian Red Cross Society (ERCS), the “Missing” file and activities in favor of migrants (may also support other PROT departments’ activities)
  • Follows up and provides support to the ERCS regarding the use of the FLAsnwers platform
  • Undertakes filing and archiving tasks in line with standard procedures
  • Translates or interprets upon request
  • Contributes to reporting and the collection of statistical data
  • Carries out administrative tasks relating to the follow-up of RFL field assignments
  • Receives visitors and ensures that visits are appropriately followed up

SPECIFIC DUTIES

Cooperation with ERCS (70%)

  • In collaboration with and under the supervision of the RFL Delegate:
  • Contributes to the design of training tools for building the capacity of the ERCS and conducts trainings
  • Contributes to the design and implementation of RFL capacity assessments
  • Prepares the quarterly financial forecast to be submitted to ICRC finance department
  • Follows-up and controls financial documents including the financial report and supporting documents such as receipts, bills, etc. received from ERCS and submits them to the Deputy RFL_CO for validation
  • Ensures the communication between cooperation department and RFL unit for the proper monitoring of fund execution: ensure the accuracy of documents, ensure that documents are complete and are in line with financial procedures and cooperation framework
  • Ensures the communication between ICRC RFL Unit and the ERCS and where relevant shares remarks and observation in order to improve the budget utilization
  • Compiles statistics of joint RFL services and registers them as per the established guidelines/workflows
  • Participates in meetings and produces MoMs, reports, etc. as required

Follow-up of the FLAnswers platform (20%)

 

Support to the “Missing” and migration files (10%)

  • Supports the RFL Delegate in activities related to both files, i.e. Catania project, mappings, contacts with actors/authorities, identification of families, collection of cases, etc.
  • Follows-up on the ERCS activities related to KSA returnees and ensures proper reporting as per established guidelines/workflows
  • Participates in meetings related to these topics and produces MoMs, reports, etc. as needed

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development
  • Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues
  • Reports events and changes within the region that could have an impact on ICRC’s activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities
  • Participates actively in meetings

Certifications / Education

  • ​Technical training in program/project management, secretariat, accounting or similar or university degree in social sciences, social work, communication or related areas
  • Excellent command of English (knowledge of local languages a strong asset)
  • Excellent computer skills, including Microsoft Office Suite (knowledge of SQL or programming languages an asset)

Professional Experience

  • 1–3 years’ experience in the field of social, political or economic sciences or similar
  • 1–2 years’ experience with the ICRC or another humanitarian agency an asset
