Under the overall supervision of the Head of Sub-Office-Jijiga, direct supervision of the Durable Solutions Advisor and in close correspondence with the IOM Transition and Recovery Unit Technical Team, the National Community-based Planning and Recovery Operations Officer will be responsible for the overall implementation of community-based planning and recovery operations in the Somali Region. The position will require close collaboration with IOM technical staff members, regional/local authorities, and other project partners.

Responsibilities and Accountabilities:

  • In collaboration with the Senior Durable Solutions Adviser, support the capacity building of field teams to ensure the successful roll-out of community-based interventions related to livelihood, infrastructure, social cohesion, and durable solutions operation.
  •  Organize capacity building activities targeting community members, leaders and local authorities.
  • Technically support local authorities and core facilitation teams at a communal level for applying inclusive planning methodology, including the risk mapping, community profiling, participatory visioning and prioritization processes as well as the production of community action plans in selected areas impacted by displacement returns, and relocation.
  • Support the formation of community action groups responsible for executing community-led projects for recovery and peaceful co-existence through the core facilitation teams.
  • Liaises with local and governmental officials, UN counterparts, local and international organizations, clusters, related to the implementation of activity and roll out of work plans.
  •  Conducts location desk review and development of community profiles, field assessment, and draft reports upon requests.
  • Provide direct supervision for field staff focused on community-based planning and livelihoods operations in the Somali Region in coordination with Technical Leads based in Addis.
  •  Build synergies with other IOM Units in order to synchronize all activities carried out under different services areas, including integration of cross-cutting issues in all approaches and activities, notably Protection mainstreaming, Gender mainstreaming, Disability inclusion and Conflict-sensitivity.
  •   Liaise with technical specialists within IOM Transition and Recovery Unit regarding social cohesion, community-based planning, livelihood activities, and infrastructure projects to ensure implementation of activities, incorporation of best practices and compliance with IOM’s procedures related to general activity implementation.
  • Report and ensure documentation of field activities to provide information to support project monitoring, project development and public information/press outreach.
  • Conduct outreach and participate in forums held by regional and local government entities, UN Agencies, NGOs, and other parties to facilitate project implementation, create partnerships, and ensure proper coordination and information sharing.
  • Undertake field visits and duty travel to implement and monitor the different projects’ activities under the portfolio, meet project counterparts and develop new initiatives.
  • Contribute to the monitoring and evaluation (M&E) processes in close coordination with the community-based M&E committees for the proposed intervention.

Required Qualifications and Experience

Education:

  • Master’s degree in Political or Social Sciences, Law and/or International Relations Economics, Business Administration/Management, Social Sciences or a related field from an accredited academic institution; or
  • A minimum of 3 years for master’s and 8 years of relevant professional working experience for BA holders.

 Experience:

  •  Relevant experience at the national or international level.
  •  Solid field-based experiences in engaging communities in recovery and development projects.
  • Demonstrable knowledge of planning, analyzing, and reporting large scale qualitative and quantitative data.
  • Excellent computer skills (MS Word, PowerPoint, and Excel essential; SPSS, GIS, and other software skills desirable
  • Proven drafting and editing skills in English and other required working languages
  • Proven experiences in application of a wide range of statistical tools and software.  
  • Experience in political, socio-economic analysis and research, and familiarity with conflict sensitivity approach, internal displacement, and durable solutions.
  •  Proven experience working with government, humanitarian organizations or private/public sectors as well as in-depth knowledge on humanitarian standards; and
  • Familiarity with the UN, particularly the UN Reform Agenda is desirable

Skills:

  • Computer/software literate, preferably knowledgeable in Microsoft Office.
  • Rich knowledge of disaster management, internal displacement and conflict analysis desired; and
  • Familiarity with the UN, particularly the UN Reform Agenda desired.)

Languages

  •  Thorough knowledge of spoken and written English and Somali
  • Knowledge of Amharic and other local languages have advantage
