‘Responsible Governance of Investments in Land (RGIL) Project’

Brief Description of the project/ unit

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

Currently, GIZ- Responsible Governance of Investments in Land (RGIL) project is working in Ethiopia to strengthen the capacities of key stakeholders and improve the regulatory framework for investment in land.

The project is looking to recruit competent junior experts to support Commercial Agricultural Management Information System (CAMIS) implementation, the use of remote sensing technology for agricultural investment (RS4AIM), MassReg application and SLLC implementation in Gambella, Benishagul Gumuz and Amhara regions.

Responsibilities and Duties

The junior advisors shall support CAMIS implementation activities ranging from data encoding, scanning, field data collection and monitoring the performance of large-scale agricultural investments (LSAI) and other related GIS activities. The junior advisor is responsible for the following activities but not limited to:

  • Assist proper functioning of CAMIS in collaboration with regional experts.
  • Digitalize the existing paper-based documents.
  • Update CAMIS database on regular bases together with regional experts.
  • Integrate investors data with the National Rural Land Administration Information System (NRLAIS)
  • Conduct regular field visit with partner institutions to collect actual information pertaining to large scale agriculture investment (LSAI) and monitor periodically. Support the monitoring activities of LSAI and produce organized report using CAMIS at least on monthly basis.
  • Provide GIS and remote sensing technical support to ensure CAMIS implementation. 
  • Identify the existing gaps of CAMIS and report to the national consultant.
  • Diagnose and resolve technical problems, associated with computer hardware and software dependencies, and ensure propre function of CAMIS.
  • Provide on job training on CAMIS application to experts from partner organizations.
  • Support regions in implementing RS4AIM.
  • Participate in the testing of MassReg application.
  • Assist regions in the Second Level Land Certification (SLLC) process.
  • Support on the rollout of BVVG web based training.
  • Assist staff partner institutions experts on the utilization of CAMIS
  • Perform other duties and tasks as assigned by the project or supervisor

Qualifications

  • Masters degree in Geomatics Engineering, GIS, and related fields from an accredited university and 0 years of professional experience
  • Good knowledge and skills of GIS, database management and Remote Sensing software (QGIS, ArcGIS, Google, ERDAS, and google earth engine).
  • Python or other programming knowledge is an asset.
  • Very good knowledge of English and Amharic languages.
  • Good computer skills in Microsoft packages (MS Word, MS Excel, MS Power Point).
  • Strong qualities in interpersonal relationship and communication skills.
  • Ability to work alone as well as in a team.
  • Willingness to stay in Bahirdar town.
