POSITION TITLE: Youth Economic Empowerment Officer
REPORTS TO: Cluster Manager
LOCATION: Dessie
The Family Guidance Association of Ethiopia (FGAE) in partnership with Amref Health Africa implements a USAID funded Integrated Youth Activity (Kefeta) in Dessie, Kombolcha and Samara-Logia cities. Kefeta envisions Ethiopian youth who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will strengthen the youth ecosystem in Ethiopia with integrated, multi-sectoral, youth-centered programming aligned with the Positive Youth Development (PYD) approach.
Job Summary
FGAE is seeking a Youth Economic Empowerment Officer to provide technical assistance in support for the USAID IYA. Youth Economic Empowerment Officer is responsible for working within the program staff to successfully implement the organizations and the project’s objectives in the areas of the project planning, organizing, executing and reporting of economic strengthening and livelihood improvement interventions under IYA. She /he is exclusively responsible for leading the design, implementation and monitoring and evaluation of the projects’ economic empowerment activities of the project to improve the livelihoods of the targeted youth beneficiaries through financial, in kind and other technical and mentorship support provisions.
1. Major Duties and Responsibilities
§ Support field level needs assessments, youth led community project identification, and business plan development activities;
§ Participate in preparation of detail implementation plan in collaboration with other project team, particularly on youth economic empowerment activities;
§ Work closely with youth entrepreneurs to identify and analyse the selected livelihood options;
§ Establish working relationships and partnerships with government partners, donors, private actors and other stakeholders to enhance structured opportunities on youth economic empowerment;
§ Support skilled youth to enter the workforce through internships and/or employment and/or business mentorship activities;
§ Organize and facilitate youth mobilization, registration and awareness creation events on the importance and role of youth SACCOs;
§ Provide capacity building trainings to the coalition leaders and members on different themes, cascade different ToT trainings organized by Kefeta HQ and ensure quality of economic strengthen interventions;
§ Promote and support youth groups and coalitions to innovative and/or create different ways to generate income such as fundraising initiatives and external funding via grants and sponsorship to ensure sustainability of the youth centers and community projects;
§ Support planning, organization and implementation of events including workshops, awareness-raising campaigns, and experience sharing opportunities of youth economic empowerment;
§ Support and facilitate the implementation of entrepreneurship related activities as per set work plan and methodologies;
§ Work closely with youth centers and youth coalitions and other project team members;
§ Support the engagement of youth in opportunities from the private sector within the target cities;
§ Coordinate with relevant sector offices within the targeted cities and collate the relevant technical and expert support e.g. SACCO registration, and training support;
§ Support the registration and establishment of the youth SACCOs in the respective cities;
§ Prepare package of YFS in relation to youth economic strengthening in close collaboration with other program staff and relevant grassroot stakeholders including the youth themselves;
2. Monitoring Support
§ Provide follow up support to the M&E assistants on the key reportable indicators in relation to YEF activities at cluster level;
§ Develop monitoring and reporting tools for youth economic strengthening interventions in partnership with the M&E team;
§ Prepare regular monthly, quarterly and other activity progress reports;
§ Prepare success story on economic strengthening interventions quarterly in close collaboration with the M&E officer;
§ Perform other duties as assigned.
3. QUALIFICATIONS & EXPERIENCE
§ Masters/Bachelor’s degree in Business management, Accounting, Development studies, Cooperative Management, Economics, Agribusiness and other related fields;
§ Minimum of 3/5 years prior work experience and demonstrated practical skills in working with youth owned and led enterprises, women self-help groups, small and micro enterprise development, financial service providers, one stop centers and job matching service providers;
§ USAID projects experience implementation in the area of youth and economic strengthening field is a plus;
§ Certifications, training courses on saving skills, business development and SACCO;
§ Strong commitment to working with youth;
§ Experience in youth mobilization, training and small and micro enterprise development;
§ Experience in business mentoring and coaching as well as business plan development;
§ Experience of organizing and working with saving and credit cooperatives;
§ Excellent partnership building, communication and management skills to work with youth owned enterprises, private sector, government institutions, and CSOs;
§ Excellent interpersonal, oral and written communication skills;
§ Excellent analytical and report writing skills and ability to solve problems;
§ Proficiency in computer software application, report preparation and data management;
§ Proficiency in written and spoken English and Amharic. Writing and speaking skills of additional local languages is a plus.
4. Technical and other skills
· Ability to facilitate and encourage collaborative teamwork, experience sharing, effective problem solving and conflict resolution;
· Ability to identify and propose solutions and innovative strategies;
· Proficiency in computer (Word processing, Excel; PowerPoint, other social Medias ;
· Excellent written and verbal communication in English;

Minimum of 3/5 years prior work experience for MA/MSC/MBA and BA after graduation respectively.
Demonstrated practical skills in working with youth owned and led enterprises, women self-help groups, small and micro enterprise development, financial service providers, one stop centers and job matching service providers and USAID projects experience implementation in the area of youth and economic strengthening field is a plus;
