Main Purpose |

Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project |
Accountabilities |

• In collaboration with the Project Coordinator and the Logistics Coordinator, planning, elaborating and reviewing the annual budget for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population. • Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes including the following: • Designing, implementing and managing all Watsan interventions in the project. (including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control • Conducting routine Watsan assessments in collaboration with project medical teams to identify Watsan needs at project level, and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, Watsan Coordinator/Referent/Focal Point). Ensuring the Watsan contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock • In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area • Providing technical support to the medical team in identifying possible « risk factors » (e.g. behavioral practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Watsan activities in the medical intervention offering project proposals and work plans. • Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management) |
MSF Section/Context Specific Accountabilities |

· Plan, organize and lead the overall WATSAN related activities and ensure the correct implementation in close coordination with each project watsan team, departments and management. · Recommend in collaboration with the Coordination Team (Deputy/Medical Coordinator and Logistics Coordinator), WHS Advisor and Project Coordinators the WHS strategies and activities for the MSF-H projects Kule and in the Gambela region ensuring formal requirements compliance, in order to prioritize objectives and plan activities accordingly · Supervise and coach projects’ WATSAN teams to ensure that all MSF-H projects in Gambela region are meeting their objectives through following and being compliant to MSF standards, protocols and procedures · Assure a global overview of WATSAN needs in the projects’ locations and engage to support the projects’ WATSAN teams to identify priority areas of intervention · In both projects work in collaboration with the projects’ WATSAN and medical teams, conduct assessments identifying WHS needs and feeds back to Project Medical Referents (PMRs)/ and Project Coordinators (PCs) on findings and appropriate responses · Supports projects’ WATSAN teams and participates in the elaboration of WHS emergency strategies and response plans (EPREP) including resources in collaboration with the medical and logistical teams · Contributes to the development of project proposals and/or work plans, when WHS activities are integrated in medical interventions · Plan and organize, in collaboration with projects’ WATSAN teams and with the logistics and medical coordinators, the purchasing of required materials and equipment, in order to ensure appropriate technical specifications, stock management and timely deliveries · Support projects’ WATSAN teams in the implementation of Wash reporting systems, project standards and indicators (both qualitative and financial) in order to ensure the expected quality, terms and costs and to early detect/report potential deviations and propose solutions, in collaboration with the Medical, Logistical and the Financial Coordinators. · Supervise and advise the execution of the Wash activities in projects areas in order to ensure quality indicators, time schedule and budget, prevent deviations and propose immediate technical adjustments when necessary in close coordination with the CMT and Field Teams · Plan, coach and supervise, in close coordination with the HR department the associated processes (recruitment, training, evaluation, development and communication) in order to ensure both the number and the skill of the team is appropriate. The WATSAN Manager is responsible for staff evaluations · Actively participate in project teams level meetings as well as camp and Gambela level Wash cluster meetings · Represents MSFH in Wash coordination meetings with other partners including ARRA and UNHCR · Conduct periodic assessment and Prepare integrated plan to alert and build capacity in order to respond WATSAN related emergencies in collaboration with different level of practitioners. · In collaboration with the Medical and Logistics Team, contribute to the annual Watsan planning and report its activities in order to transparently inform the donor communities and authorities · Work closely with the Kule project Infection and Control Officer in implementing, monitoring and evaluating infection control systems in compliance with MSF standards, protocols and procedures and reporting accordingly to relevant supervisors and technical referents (PCs, PMRs and Deputy Medical Coordinator)

Education |
• Academic background in engineering or an equivalent relevant training • Watsan in Emergencies Training within MSF is strongly recommended |
Experience |
• Previous experience in technical aspects of water and sanitation works. • Minimum of 6-months of hands on field emergency WHS professional experience in a humanitarian or international development setting • Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.) • Desirable: public health background or experience |
