CARE started working in Ethiopia in 1984 in response to severe drought and famine that devastated the population and claimed the lives of nearly one million people. Since then, the organization’s activities have expanded to address the root causes of poverty and vulnerability.

In 2008, CARE Ethiopia’s office moved from a project-based approach to a more focused and strategic program-based approach. Over the eight years since that transition, CARE Ethiopia has implemented a series of programs with successful outcomes, while simultaneously impacting the policies and practices of government, serving as a thought leader amongst NGOs, and bringing transformative change to rural communities. These broader and deeper impacts go beyond the direct impacts of its programs and are a result of CARE Ethiopia’s overall country strategy, which enables CARE to design for scale.

CARE Ethiopia works in various sectors but has particularly targeted the following:

·         Food Security and Resilience

·         WASH         

·         Nutrition

 

·         Sexual and Reproductive Health and

 

·         Emergency Response as cross-cutting (focusing on the above sectors).

I. Job Summary

The purpose of Senior Program Development and Quality Manager position is to provide management support and supervision to the team of technical managers belonging to CARE Ethiopia’s Humanitarian Unit. She/He will work directly with Humanitarian program managers during proposal development as well as direct liaison and coordination with the Learning Design and Measurement (LDM) Manager. She/He contributes significantly to the Country Office’s commitment to quality Humanitarian programming by identifying and mobilizing resources, maintaining donor relations, leading and coordinating the design of new projects, in addition to contributing to strategic planning, representing CARE in internal and external fora, building the capacity of program staff, and contributing to learning and knowledge management. She/He will be responsible for ensuring coherence between project documents, including log frames, narrative proposals, and budgets and for providing direct writing support during proposal development processes. She/He will liaise and coordinate directly with CARE Member Partners (CMPs) during proposal development and Contract process.

 II. Responsibilities   

 Job Responsibility #1: Humanitarian Program Design/Development

  • Support program Director and humanitarian program managers in the identification of new business opportunities reflecting CARE Ethiopia humanitarian Strategy, and that all thematic areas are adequately resourced.
  • Lead internal processes, from Go/No-Go until the signing of donor contract/agreement, for all new funding opportunities
  • Lead and coordinate new proposal development for CARE’s humanitarian portfolio and finalization to ensure quality and on-time submission
  • Coordinate and liaise with CARE member states about new opportunities and more specifically work with agreed contacts on new proposal opportunities
  • Ensure new proposals are in line with CARE’s strategic direction for its humanitarian portfolio
  • Ensure that new proposals accurately budget for core humanitarian unit requirements
  • Ensure that new proposal design considers and integrates up to date technical standards and guidance for each sector  
  • lead and communicate with all CARE Member partners on all new proposals or funding opportunities, and liaise with Humanitarian Program Director

Job Responsibility #3: People Management

  • Provide proper supervision and management for all direct reports
  • Ensure proper implementation of CARE’s performance management system for direct reports, including job descriptions and development of annual performance objective, regular feedback, mid-term reviews and annual performance appraisals.   
  • Pro-actively address performance issues through regular, constructive and honest feedback and coaching.
  • Identify necessary staff talent development, career development and succession planning strategies for direct reports.
  • Create a collaborative and conducive work environment for team members with the aim of strengthening teamwork and job satisfaction
  • Facilitate conflict resolution mechanisms and ensure that grievance and whistle-blowing mechanisms are functional and fairly administered as per CARE policy

Job Responsibility #4:  Financial Management

  • Lead the development of budgets as part of the financial proposal development 
  • Ensure budget utilization and establish systems to improve financial management and utilization of unit budgets per plans and commitments made to donors and government, and that appropriate revisions and adjustments are made as required
  • Work closely with CARE’S financial analysis and reporting manager on humanitarian budget pipeline analysis to ensure real time budget monitoring
  • Support HRMs and the senior program operations manager in efforts to ensure field level expenses are managed efficiently and recorded in a timely manner

Job Responsibility No. 5: Networking and Learn

  • Establish and maintain formal and informal communication mechanisms with government, local partners, donors and other stakeholders in the humanitarian sector
  • Monitor developments in the humanitarian sector at large and in CARE Ethiopia’s key sectors of competence and share accordingly with the wider team
  • Participate in the documentation and dissemination of lessons learned and best practice
  • Oversee and support sector advisors’ engagement of humanitarian networks and clusters

Qualifications

Required:

  • BA/Master’s Degree in international development or related field of study 
  • 6 years of relevant experience with the first degree and 5 years of relevant experience plus post graduate degree in humanitarian programming.
  • At least 2 years of management experience
  • Proven experience in leading the development of  humanitarian proposals
  • Understanding of the importance of gender, youth and social inclusion
  • Demonstrated commitment to principles of gender, equity, diversity, inclusion and PSHEA (safeguarding) through previous positions or programming experience

Desired:

Key sectoral experience in CARE Ethiopia sectoral competency areas (WASH, nutrition and health, FSL, Cash, PSS and Protection)
