Background

Stichting Wageningen Research (SWR) is an international NGO registered in Ethiopia since March 2021 with the FDRE Agency for Civil Society Organizations. The organization is established with the objectives of promoting a more resilient, inclusive and sustainable food systems in Ethiopia. One of the projects implemented by SWR is Resilient Agriculture for Inclusive and Sustainable Ethiopian Food Systems (RAISE-FS).

RAISE-FS project is a four year research for development program with a mission to leverage transformation in Ethiopian food systems covering the continuum from food insecure to the better –endowed households and regions in effort of realizing production surpluses, commodity commercialization, and food and nutritional security in a sustainable manner. The project will be implemented in partnership with the Federal MoA, regional BoA, Agricultural Research Institutes and universities.

Position Summary

Working within RAISE-FS Regional implementation area, under the direct supervision of the Regional team leader and technical supervision of the SWR Ethiopia Finance and Admin Manager, the Finance officer has the overall financial and budget management responsibility in relation with payment handling, reviewing and reporting of the accounting transaction of the RAISE-FS regional project activities.  

Key responsibilities

The key responsibilities of the Finance officer will include the following:

  • Participate in work plan development and budget forecasting of the project
  • Lead the procurement process of the regional in consultation with the SWR Ethiopia Finance and Admin Manager
  • Assist the regional team leader in consolidating monthly cash forecast and follow up for timely cash transfer from SWR Ethiopia office.
  • Assist the regional team leader in daily financial activities. Review financial transaction documents ensuring that the SWR Ethiopia policies and procedures and donor and local government rules and regulations are followed.
  • Responsible for managing both cash and bank transactions in the respective RAISE-FS region.
  • Prepare or review payment requests for project activities including trainings, workshops and other RAISE-FS project related expenditures.
  • Prepare monthly bank reconciliation and make physical cash count on weekly and monthly basis
  • Ensure that advances are cleared as per SWR Ethiopia policy
  • As required travel to project sites and effect payment based on authorized documents.
  • Assist the regional team leader, project team members and partners in providing advice and support in general financial policies and procedures.
  • Prepare monthly financial report package (weekly cash count and bank statement, expenditure reports, and compilation of supporting documents, BvA as per pre-approved work/activity plan) and send to the SWR Ethiopia finance unit.
  • Perform any other similar tasks that may be assigned by the line manager.

Duty stations: Bahir Dar for Amhara, Addis Ababa for Oromia and Hawassa for SNNPR    

Duration: One year, subject to renewal based on performance and availability of funding

Reports to: Regional Team Leader 

Job Requirements

  • Five years and more related experience in related field.
  • First Degree in Accounting, Business Administration, Finance or related discipline
  • Demonstrated competency with computerized accounting software is a plus
  • Advanced computer skills in MS Office programs, particularly in Word and Excel
  • Excellent oral and written English communication skill.
  • Willing to travel to RAISE-FS project sites , when required
  • Demonstrated ability to multi-task and meet deadlines
  • Demonstrated cultural sensitivity and appropriate flexibility.
