The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Protection Field Officer 1, based in Hawassa (South AoR) with frequent field visit in Sidama, East and West Guji, East Borena and Borena (With a possibility of a change in the base station from Hawassa to other areas within East or West Guji, or any other area within the South AOR).
Terms of employment: Fixed term contract until December 2024 with possibility of extension based on budget availability.
Objective:
The Protection Field Officer contributes to the planning, implementation and monitoring of ICRC protection activities in Hawassa (South AoR), whilst contributing to the identification, implementation and monitoring of several ICRC projects in different fields of activities throughout the assigned area of responsibility with frequent travels within Southern Oromia (Sidama, East and West Guji, East Borena and Borena) S/he covers the representation of the ICRC at local level whilst monitoring of the general situation, networking and conducting of field trips with focus on identification and follow-up of protection concerns.

· May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
General responsibilities
· Implements protection activities under the supervision of the Field Delegate and close coordination with the Protection Team Leader.
· Contributes to analyses of the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with team members, and reports any change in the situation.
· Represents and promotes the ICRC regarding its activities with all relevant interlocutors including through operational dissemination sessions when appropriate.
· Supports field and protection teams in designing, implementing and monitoring protection activities in the AoR.
· Collects, compiles and translates protection-related information (with care for staff risk management).
· Acts as an interpreter of local languages (Afan Oromo and Amharic mandatory) and as cultural adviser for the FD/PTL and other delegates during interactions with individuals, communities, and authorities/weapon bearers when necessary, including during sensitive interviews.
· Analyses and contributes to written internal reporting and activity programming.
· Helps to make internal and external meetings meaningful (preparation, participation, reporting and follow-up).
· Provides detailed attention to visitors coming to the office and screening on protection cases that need to be referred to a mobile staff.
· Develops and maintains contact with the local/regional authorities, the local population, communities, service
· providers, etc.
· Organizes field trips maintaining efficient coordination with the AoR FD: arranges all necessary material / bookings, etc., with logistics, Administration, and other relevant departments.
· Fosters a conducive environment (multidisciplinary approach, good team dynamic) among team members.
· Ensures the sustainability of her/his work and puts in place, including an archiving system for the purpose of
· institutional memory.
· Technically supports Generalist FOs in implementing protection activities in South AoR.
Protection of the Civilian Population (40%)
§ Gathers information on potential PCP cases, documents and recommends follow up under the supervision of the FD/technical supervision of the PTL. Contributes to the regular follow up of PCP cases.
§ Jointly with the PTL ensures that all violations are encoded in Prot6 according to the PCP guidelines, in a timely manner and follow-up of open cases is conducted regularly.
§ Develops and maintains a network of interlocutors (civilians, authorities, weapon bearers, etc.) that can relay
information on IHL violations.
§ Updates a local mapping of stakeholders on PCP institutional priorities: sexual violence, child protection, access to education, health care in danger, weapon contamination, etc.
§ In coordination with the SV manager, contributes to the implementation of specific activities in the field of sexual violence; gathers, compiles, and analyses sexual violence-related information, including through community-based methodology, all with appropriate care for staff risk management and confidentiality.
Protection of Family Links & Detention (20%)
§ Collects and follows up on individual PFL cases and ensures appropriate documentation, including coordination with ERCS RFL Focal points
§ Supports an overall analysis of PFL needs in the AoR and ICRC strategies to tackle those issues.
§ Under the supervision of the FD/PTL and Detention Delegate, participates in planning and to a limited extent in visits of places detention when dialoguing with prison authorities and in support of distributions of assistance & RFL campaigns. May support detention team in conducting release checks.
§ Supports the training of ERCS PFL focal points and volunteers to improve their contribution to the PFL file in South AoR; Maintains regular contact with them and assists the PTL in setting up procedures/processes to improve ICRC-ERCS collaboration regarding the PFL file.
Communication and Dissemination (10%)
§ Introduces the ICRC in general, its mandate and its protection activities to new interlocutors (autonomously and/or in support of the COM FO).
§ Stays up to date with the key messages produced by the COM department to explain the ICRC position on specific topics to various stakeholders in the field.
§ Supports, when required, the drafting of key messages and other COM material.
§ Facilitates and organizes HCiD dissemination sessions (with or without the support of Health FOs), in coordination with the PTL/FD.
§ Facilitates and organizes IHL dissemination sessions (with or without the support of FAS and COM) in coordination with the PTL/FD.
Assistance to other Departments (10%)
activities and/or facilitate meetings, etc).
§ Liaises and shares information on cases needing assistance and/or referrals (EcoSec, Health, etc.).
§ Collaborates closely with other departments on multidisciplinary files (HCiD, CBP, etc.).
§ Shares relevant information gathered in the field, as well as proper background briefings, to other departments operating in a specific area.
§ Shares relevant observations from the field that would improve the other departments’ activities and strategy.
§ Gathers protection concerns coming from other departments’ activities and contacts.
§ Contributes to ad hoc situational reports and analytical documents upon request by the FD/PTL.
§ Drafts and contributes to technical documentation with the FD/PTL after activities:
§ Field trip reports (FTR) after every field trip and inputs to FTR prepared.
§ In discussion with FD/PTL, drafts minutes of meetings (MoM) for meetings with external interlocutors.
§ Contributes to the protection department’s periodical reports and updates.
Preparation and Conduct of Field Trips (10%)
§ Prepares Field Trip Forms and submits it to FD/PTL – updates any changes to the plan if required.
§ Organizes field trip activities according to priorities and in coordination with the FD/PTL.
§ Prepares all operational forms and questionnaires to ensure they are available if needed during the field trip.
§ Ensures that all relevant dissemination materials are available during a field trip.
§ If required, informs Radio room of position in the field, in accordance with NEK procedures.
§ lf required, leads a multidisciplinary team during a field trip. Conducts and/or participates in pre-FT briefings and post- FT debriefings as necessary.
§ Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
§ Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
§ Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
§ Takes responsibility for their own professional learning and development
· University degree in the field Social Science, Social work, Law or related fields.
· Minimum of 3 years’ previous relevant professional experiences, for instance in the field of social/political/economic affairs or similar with NGOs or Protection organizations.
· Excellent command of written and spoken English, Afan Oromo and Amharic.
· Very good knowledge of Oromia region (geography, culture, politics). Knowledge of other operational areas is an asset
· Solid understanding of federal/regional affairs.
· Good writing and reporting skills.
· Very good Computer skills.
· Availability and flexibility to travel within the country. The position requires frequent field missions to key areas (75% field visit).
