OWS Development Fund (OWS DF) is a vibrant independent non-profit organization implementing lifesaving emergency projects and development programs in different parts of the country. OWS Development Fund strives to mitigate human suffering as a result of natural and man-made catastrophes as well as empower the community to get out of the cycle of poverty. Focusing on hard to reach and remote areas OWS Development Fund targets vulnerable and marginalized segment of the society. Thus, with the aim to further advance OWS DF operations we are looking for a qualified & skilled staff for ‘Project design, Monitoring, Evaluation and Learning Associate’ position.
Job Summary
Under the direction of the Head of Programs the Project design, Monitoring Evaluation and Learning (PMEL) Specialist is responsible for the overall project needs identification, proposal development, monitoring and evaluation, learning and reporting. Actively participates in the planning, organizing & coordination of Programs & Projects; Conducts research on potential funding sources and call for proposals. Strengthen data collection structure, design tools & record data on computerized databases. Support assessment of organizational capacity & contribute towards possible improvements. Assist capturing lessons learned across programs/projects implemented in the organization. Actively participate in developing or revising program/project designing and monitoring policy, guidelines and tools. Contribute to improving program/project compliance to donor requirements & OWS DF policies & procedures.
Specific Duties and Responsibilities

- Takes the lead on development of various need assessment tools.
- Organize and coordinate the collection, compilation, consolidation and analysis of data to prepare project proposal; Ensure proper recording of data on a digitalized database system.
- Plans, organizes, and coordinates program/project designing with the rest of Program team. Play key role in the preparation of project proposals to be submitted to donors under direct supervision of Program Head. Properly prepare project descriptions and monitoring plans/frameworks.
- In coordination with OWS DF work units and other stakeholders, ensure Community Engagement and AAP system is included in data collection, analysis, proposal development, and preparation of plan of action, monitoring and evaluation of the project execution.
- Assist prioritization of projects to keep multiple proposals moving in a timely manner, meet deadlines and manage supplemental material required for proposals.
- Looking other funding opportunities (by writing proposals) to replicate the success of the project and enhance the preparedness and response, early warning and disaster risk management portfolio of OWS DF.
- Works with other departments to obtain necessary information for proposals/grants and applications.
- Supports strengthening of Monitoring & Evaluation of program performance progresses to ensure successful implementation in terms of quality & timeliness.
- Undertakes baseline, midterm and final evaluations of programs and projects. Ensure the budgets are reasonable and proportionate to the outcomes anticipated by the proposal.
- Regularly review performances to make sure compliance to donor requirements & OWS DF policies & procedures. Properly document planning, monitoring, evaluation and learning activities electronically and in hardcopy. Support utilization of performance data to support management decisions as well as developing, designing improved project
- Strengthen operationalization of organizational MEAL framework.
- Develop standardized monitoring tools & appropriate policy, guidelines that ensure effective project design and monitoring, across the organization are shared with different work units and branches. Assist designing feedback forms, weekly update forms and case studies.
- Properly organize OWS DF’s project monitoring, reports and analyze for future lessons in project designing;
- Compile and properly document the project successes, lessons learned, best practices, challenges and provide suggestions and ideas, that can help for the program for redesign and scale-up and designing new projects.
- Document relevant data or statistics for the purpose of generating the progress of regular reports and lessons learned.
- Design learning and dissemination activities for OWS DF staff and partners to understand the lessons and conclusions of evaluations.
- Under direct supervision of Head of Programs work closely with other concerned work unit of OWS DF to assess capacities & forward recommendations. Closely work other staff to ensure evidences and learning practice are properly documented during the course of project implementation, and advances OWS DF utilization of lessons learned and related efforts.
- Prepares progress reports on the overall activities of the work unit and submit to Head of Programs.

Terms of employment: – Permanent after probation period. (Performance based)
Educational background
- MA/BA in management, project management, development studies, sociology, social work, psychology, Disaster Risk Management and Sustainable Development and similar subject of studies.
Experience
- Work experience 6/8 years of practical and sound experience in projects planning & management, base line surveys, monitoring and reporting as well as a thematic understanding of education, health, livelihood, protection & WaSH sectors both in humanitarian & development contexts.
- NGO experience is mandatory.
Other Skills & Competencies: –
- Special Training in project cycle management and program development, Project concept paper, logical framework skills, expertise and experiences are mandatory.
