Objectives
The objectives of PC include responding to humanitarian emergency, rehabilitation and development interventions in pastoral areas; promoting innovation in pastoral development approaches, strategies and choices projects pertinent with dynamics emerging in pastoral areas; conducting action orientated research on socio-economic dynamics and indigenous knowledge of the pastoral communities from the potential perspective rather than weakness and vulnerability side only.

JOB SUMMARY:
Pastoralist Concern (PC) and its implementing partners has been granted “Agro-ecological Agricultural Project & Livelihood Initiatives on Agriculture, natural resource management and livelihood services to be undertaken at Shabelle Zone of Godey Woreda in Somali Regional State. The project areas are among the hard-to-reach woredas in the country and have been given priority by Federal Regional Governments as well as European Union in Ethiopia.
The purpose of the project coordinator is to to provide overall leadership and coordination to all activities of the project for ensuring the implementation and accomplishment of the objectives of the project under his/her responsibility in line with the project objectives, outcomes and outputs as per the donors. In consultation with the supervisor and in collaboration with the program staff she/he develops annual implementation plans and budget, allocates appropriat3e resources to accomplish the plan. Develop community for community action plans, create awareness and behavioral change of community through education, information, and communication. She/he provides overall technical, organisational support and plays facilitation role, includiing natural resource management and best practices awareness creation and linkages. She/he supports people’s empowerment, collective action, social cohesion, and inclusion as well as gender equity. Facilitates and encourages active participation of and networking between individuals and communities in recognizing problems, identifying solutions, and implementing project activities related to the identified solutions. Establishes and maintains close working relationship with communities and community organizations in her/his working area in order to ensure that the natural resource management information, knowledge and understood at all levels. Build capacities of the community and customary institutions. She/he works closely with Kebele, Village-level task force leaders and local government development agents.
RESPONSIBILITIES AND TASKS:
- Developing detail implementation plans for livelihood project.
- Facilitating implementations of rangeland managements, natural resource rehabilitations of water and soil conservations.
- Field monitoring of project implementations as per planned quality.
- Well managing the teamwork spirit by respecting hierarchical.
- Improving the communication of channel and updating weekly, monthly, quarterly reports and any challenges that can impede the project success.
- Assist technically the livelihood activity implementations for the project officers.
Tasks:
- Fodder production for livestock feed intervention to improve milk maters.
- Rangeland management for establishing area enclosures for community participation to improve sustainability and feeling of ownership.
- Community conversations for environmental rehabilitation and natural resource mapping.
- Conservation of physical environment especially soil bands, konso tracing and gabions.
- Animal health care for conducting animal voucher treatments and vaccination campaigns.
- Conducting natural resource management trainings for agriculture and livestock experts.
- Keeping the government relationship and sharing the project proposal and budget breakdown.
- Conducting in community mobilization, need identification, planning and effective implementation of program activities.
- Conducting program awareness community meeting at the beginning of the project in project targeted communities.
- Assisting CFW members to understand selection criteria & identify project beneficiaries in the target communities.
Scope of the Technical Work/Accountabilities
- Creates awareness and facilitates that communities participate fully from problem identifying stages through implementation and management stage;
- Organizes and facilitates community dialog sessions with community members participating in PC sponsored development issues;
- Ensures that IEC materials distributed by the project reach the maximum number of people;
- Facilitates community meetings and community dialog to ensure that the participation of each community groups in problem identification, planning, implementation, monitoring and evaluation;
- Ensures PC’s/ key program principles of accountability, community empowerment, non discrimination are followed in community analysis and action plans;
- Supports and facilitate the development of action plan for their respective villages;
- Reviews the plan with the stakeholders and representatives of the community and including her/his supervisor at Kebele level;
- Assesses marketing and market chain problems with the community and develop participatory solutions;
- Prepares monthly and quarterly plans and reports on her/his activities and submit to her/his supervisor and make sure the same is done at Kebele level institution.
- Conducts advocacy/social mobilization work with community leaders, elders and government staff and acts as a catalyst in initiating action and generating enthusiasm for change in communities by performing demonstrations and organizing and leading training sessions;
Strengthen effective partnership
- Maintains good relationship with governmental and locally established institutions for the smooth implementation of PC’s PANRMLI development project;
- Closely works with government counterparts and links the activities of the community with the relevant offices/bodies;
- Develop partnership with grass root level stakeholders for the sustainability of programs;
- Ensures that PC’s activities are implemented at community level according to objectives and plan of projects.
- Provides technical and organizational assistance to cooperatives, income generation groups, asset creation groups and saving groups, other community workers such as Kebele and village representatives and community members;
- Supports regular capacity assessment activities conducted for Kebele and village level institutions and CBO’s;
Represents PC at Kebeles level;
- Strongly works to make the plan of the project to be part of the plan for the Kebele level;
- Closely works with government institutions, CBO’s and communities at PA and village level to ensure adequate linkages are established.
Monitoring and documentation of project activities
- Prepare monthly and quarterly reports and submit it to her/his supervisor
- Support and facilitates community involvement in annual innovation and knowledge fairs
- Collects basic information, best practices, case studies and lessons and report to her/his supervisor
- Undertakes personal professional development initiatives identified with his/her supervisor

Job Requirements
- Diploma in Social Science from accredited College/University in Agriculture, Forestry, Natural Resources Management, Sociology, Planning, Community Development, Psychology & related field.
- Preferred: Degree /Advanced Diploma in Agric. Economics, Sociology, Community Development, Psychology & related field.
- Experience in working with government counterparts and other partners at woreda/regional level for Natural Resource management and Livelihood preferably in Somali region
- Good understanding of the environment and livelihood in Ethiopia at both field and policy levels with particular focus on Somali region.
- Proven programme implementation and management experience including working within/with government system
- Demonstrable experience in facilitation of trainings/workshops
- Experience in working environment and livelihood intervention programs
- Good communication and interpersonal skills and an ability to train and mentor staff
- Excellent ability to speak and communicate in Somali language with good spoken and written English skills
- Good computer skills (particularly Excel, Word and databases)
