JOB SUMMARY This position is a key position and responsibility within the IMC Ethiopia country program team to mobilize resources and produce quality proposals as well as requires working with a range of internal and external stakeholders. He/She is assisting the sector technical coordinators and field program staff in developing a sound program proposal for various donors. The position holder will also represent IMC at important discussions with the donor, government, and other stakeholders and shall remain up to date with humanitarian and development needs; donor priorities, and plans in Ethiopia and work along with the Senior Management and HQ in strategizing and making informed decisions on maximizing IMC’s portfolio in Ethiopia.

MAIN TASKS AND RESPONSIBILITIES
Program and Strategy Development, Donor Relations · Overseeing the program development process from start to finish in collaboration with Program Managers and Coordinators · Develop the proposal calendar, outline, compliance matrix, and Proposal Development Plan · Lead in the preparation of concept notes and initiate negotiations with stakeholders, coordinating and consulting with the program teams · Maintain plans and procedures for the production and approval of proposals; write detailed, high-quality proposals for large statutory/institutional donors in coordination with Technical Managers and Coordinators · Collect and develop proposal annexes as required in collaboration with the relevant sectors · Manage frequent coordination and collaboration with IMC Ethiopia Country office management team as well as with the program development unit at IMC Head Quarters as required in relation to resource mobilization · Keep up to date with donor policies and application processes, remaining abreast of major development assistance agreements and potential NGO funding opportunities · Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography), researching where potential opportunities for grants funding can be found and packaging grant proposals to suit the requirements of different donors, · Manage proposal development tracking using a computer-based opportunity tracking system and hunt for new funding opportunities and calls for applications/proposals in collaboration with the Program Development Coordinator and Country Director. Use · Participate in developing a sound funding strategy to lay foundations for increasing and broadening the institutional funding that meets the needs of the IMC Ethiopia country office and that can be taken forward by the staff in the future · Carry out rapid needs assessments and participate in document review/research to establish solid facts and justifications for program ideas and concepts. · Build the capacity of the program team through the provision of training and close working relationships to contribute to the development of the quality program and better understand donor conditionality attached to funding opportunities · Support field and program team members to gain the necessary skills through learning and development on the basis of designing the sound program and winning proposal preparation · Along with PD, CD, and PC identify and build relationships with new donors, and target new growth areas for IMC in Ethiopia, non-traditional donors, and corporate partnerships. · Approach potential donors and develop professional and productive relationships including holding face-to-face meetings where appropriate in consultation with PDC · Work with the ET finance and Split finance teams to develop project budgets and track periodically the status and provide any support in terms of new donor guidance and policies · Ensure projects are fully costed, and successful negotiation is done with donors · Work closely with the grant team to ensure timely endorsement of proposal grant agreements and systemized documentation of proposal tracking · Closely work with the HQ Desk on progress updates and facilitate the HQ technical review process of the proposal and or concept notes · Create an enabling working environment to foster excellent teamwork and high performing proposal development team
Assessments and Research · Participate in program assessments and background information search. · Assist the Program Development Coordinator with research and SMT upon requests, such as identifying potential donors, partners, and their strategies
Representation and Coordination · As delegated by Program Development Coordinator, Program Director, DCD, or CD, represent IMC Ethiopia in NGO, UN, government, and other meetings and negotiations. · To assist in ensuring that a conducive working environment is created with donors, government, and other stakeholders
Key Working Relationship · The Program Development Manager will directly report to the Program Development Coordinator (PDC) · The position holder will work closely with the technical team consisting of the health, nutrition, WASH, GBV, and livelihoods and the Finance, Logistics, and Grants management team including the Program Operations Coordinator and Grants Manager.
