POSITION TITILE: Monitoring, Evaluation, and Learning (MEL) Assistant
REPORTS TO: Cluster Manager and Area Manager
LOCATION: Dessie, Kombolcha and Samara-Logia Cities
The Family Guidance Association of Ethiopia (FGAE) in partnership with Amref Health Africa implements a USAID funded Integrated Youth Activity (Kefeta) in Dessie, Kombolcha and Samara-Logia cities. Kefeta envisions Ethiopian youth who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will strengthen the youth ecosystem in Ethiopia with integrated, multi-sectoral, youth-centered programming aligned with the Positive Youth Development (PYD) approach.
Job Summary
FGAE is seeking a MEL Assistant to support implementation of its Integrated Youth Activity. The MEL Assistant, under the direction and supervision of Kefeta MEL Officer at the coordination office, has a major responsibility of monitoring, evaluation, and learning activities of Kefeta’s performances and implementation. He/she is also responsible for organizing and analyzing monitoring and evaluation of data meaningfully and facilitates learning through sharing results, regular and evaluation reports and maintains Kefeta’s database.
1. Major Duties and Responsibilities
The MEL assistant will specifically have the following duties and responsibilities:
MEL System Strengthening (35%)
· Establish and support the implementation of data management system at city level to inform planning, implementation, monitoring, evaluation, accountability and learning;
· Undertake regular visits to city level implementation sites (youth centers, health facilities, etc) to support monitoring, evaluation, and progress assessment;
· Assist the Kefeta team in carrying out assessments, researches and support collation and analysis of data in a meaningful way;
· Work closely with project staff to ensure accountability systems are in place that engage beneficiaries and stakeholders in evaluations, impact assessments and research;
· Assist the project team in day to day monitoring of the project in the overall implementation and management of project activities for a high quality, innovative and effective learning programmed;
· Maintain beneficiary level information based on the project’s MEL system and protect confidentiality and data security at the site level.
Analysis and Reporting (15%)
· Support analysis reports production from FGAE, youth hubs, youth coalitions, health facilities, outreach service modalities, and government stakeholders on a regular basis;
· Assist Kefeta’s program team within the organization in compilation and preparation of performance reports of each result area/thematic area describing performance achievement against plan and previous performances to Amref Kefeta on weekly basis;
· Compile and produce beneficiary level analysis report as per the needs of the project;
· Compile and monitor training and other capacity building initiatives based on Kefeta’s virtual training platform and submit timely to the FGAE MEL team (cluster and/or coordination office level);
· Produce success stories and best practice reports of Kefeta’s achievements at regular times and share them to project coordination office.
Quality Assurance (15%)
· Conduct periodic monitoring to the youth hubs, youth coalitions, health facilities, and other service delivery points, together with program teams as a quality check and verification of data sources;
· Ensure quality of Kefeta’s performance data through regular monitoring of implementation sites and/or virtual databases;
· Assist facilitation of Kefeta’s assessments (whenever conducted) in designing, implementation, and execution of youth-friendly researches at city and/or regional levels;
· Assist the formation of functional quality improvement/quality assurance (QI/QA) team in the implementation city.
Learning and Knowledge Management (20%)
· Collect and organize data on program performance at site level;
· Update and regularly document paper based and electronic forms of project documents;
· Improve and facilitate data collection and documentation methods in collaboration with program teams and M&E Analysts;
· Assist program teams in organizing consultative meetings, performance review meetings, and other evaluation forums;
· Assist program teams in training/orientation of own organization, government stakeholders, youth hubs/coalitions on Kefeta MEL and program trainings;
· Secure data and documents as per the rules and regulations of USAID and Amref Kefeta.
Liaison and Others (10%)
· Liaise with other teams in Kefeta, partners, and government stakeholders in relation to data collection, documentation and monitoring of project performances and work planning process at city level;
· Work closely with other team member in achieving project targets and goals.
Performs other duties as assigned (5%)
2. Qualifications and Professional Skills
· BSc degree in statistics, computer science, social science or other relevant field;
· At least three years of relevant experience;
· Experienced in MEL (preferably in youth-friendly projects);
· Experience in using and managing youth database;
· Proven experience in the areas of data analysis techniques of both quantitative and qualitative methods;
· Good interpersonal communication;
· Experience in statistical analysis software is a plus (Eg. SPSS, STATA, etc,
3. Technical and other skills
· Ability to facilitate and encourage collaborative teamwork, experience sharing, effective problem solving and conflict resolution;
· Ability to identify and propose solutions and innovative strategies;
· Proficiency in computer (Word processing, Excel; PowerPoint, other social Medias ;

At least three years of relevant experience after graduation.
