In Ethiopia, Swiss Church Aid/ HEKS implements development and humanitarian interventions with focus on natural resource management, climate change adaption, conflict transformation, water, hygiene & sanitation, and inclusive markets.

Swiss church Aid/HEKS is looking for a committed and competent WASH Officer for a humanitarian intervention in Borana. The position holder will report to field office coordinator.

Job Description

Key areas of responsibilities are:

  • Responsible for overseeing implementation of the livelihood component of the emergency project in accordance with approved time schedules, work plans and budgets
  • Participate in the development of a detailed implementation plan of emergency animal feed/fodder interventions
  • Provide technical support to the implementation of animal feed/fodder interventions in the target woredas including related extension services
  • Ensure that animal feed/fodder interventions meet national emergency feed supplementation guidelines/ standards or accordingly to LEGS
  • Lead project implementation, monitoring, follow up and evaluation at district level
  • Participate in / support planning, implementation and monitoring of the project’s livelihood (including livestock) component
  • Support all undertakings in cash-based interventions, and associated extension services
  • Provide timely updates/reports on the overall food security and livelihoods situation in the operational areas
  • Develop and submit weekly/monthly and quarterly work plans in-line with the project plan to the line manager
  • Maintain proper record keeping of the project activities
  • Develop and maintain relationships with relevant stakeholders and represent HEKS  at various meetings such as Cluster Meetings, Go-NGO meetings at woreda or zone levels
  • Ensure compliance with reporting requirements, with a focus on quality analysis and timely submission
  • Work with the customary institutions, project team and government counterparts to achieve the project outputs/outcomes
  • Ensure adequate consultation and participation of district and kebele level stakeholders throughout the project cycle
  • Support and engage community in various kebele level emergency food security and livelihood initiatives
  • Support M&E activities including beneficiary verification/validation activity, compliant data collection, interviews, PDMs, etc.
  • Support documentation of best practices and learning on integrated emergency responses   
  • Frequently travel to project woredas, kebeles to provide technical support, planning, implementation & monitoring of the livelihood activities with woreda project team
  • Ensure that all HEKS accountability procedures and tools are applied correctly at all stages of the implementation of livelihood interventions
  • Represent HEKS in multi-agency needs assessment and coordination meetings
  • Carry out any other duty, as assigned by the direct supervisor

Contract: fixed basis: 6 months with possibility of extension

Job Requirement

Education, Qualifications & other knowledge

  • University Degree in Development Studies, Animal Science and Production, Veterinary Medicine, and related fields.
  • A minimum of 3 years working experience in NGO projects focusing on animal feed/fodder interventions in pastoral areas of Borana.
  • Experience in emergency interventions is a plus
  • Experience and understanding of pastoral areas, context, livelihoods and culture
  • Experience of working with local community and customary institutions at grassroots level
  • Willingness to work in remote areas, ability to work with minimum supervision
  • Very good English and Afan Oromo language skills (written and spoken)
  • Computer literacy, excellent record keeping and report writing
  • Strong communication and interpersonal skills
  • Good community level facilitation and coordination skills
  • Strong sense of integrity and personal commitment to the goals and values of Swiss Church Aid/HEKS
