The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organization that provides assistance, protection, and durable solutions to refugees and internally displaced persons worldwide. The majority of our more than 4000 staff members are national employees in NRC’s projects in over 30 countries in Africa, Asia, America, and Europe.
The NRC Ethiopia program was established in June 2011 to assist Somali refugees in Dollo Ado and Eritrean refugees in Shire. NRC quickly became a leading shelter agency in Ethiopia and designed the government-approved transitional shelter for Dollo Ado beneficiaries. NRC is improving the living conditions of refugees in the selected camps through the provision of Shelter and Education (Youth Education Pack & Alternative Basic Education) while continuing to explore other relevant core competencies in line with emerging needs for refugees. NRC mainstreams gender and protection throughout all program activities and is an active, evidence-based advocate with a view to enhance the situation of NRC’s target groups.
Role and responsibilities
The purpose of the Paralegal position is to assist with day-to-day implementation of the Information, Counseling and Legal Assistance (ICLA) Programme.
Generic responsibilities
- Ensure adherence to NRC policies and donor requirements
- Promote and share ideas for improvement and necessary changes in activities
- Cooperate with relevant partners and local authorities
- Work with ICLA officers to implement delegated ICLA programme activities according to plan of action
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Demonstrate commitment to NRC’s mission, vision and value
Specific responsibilities
- Act as a liaison between the community and ICLA staff.
- Working with ICLA team leader & ICLA officers, help lead mobile group information sessions, designed to raise awareness and provide information to displaced persons, on access to civil documentation, legal identity documents, and related issues.
- Be available to respond to questions from community members on civil documentation, legal identity documents, and related issues, and to refer community members who require more detailed assistance to ICLA team laeder & ICLA Officers.
- Manage and maintain communication with beneficiaries.
- Assist with the organization, management and support of cases and awareness campaigns, including administrative tasks, review of documents, and information.
- In coordination with Team leader & ICLA officers, develop and execute outreach strategies to the community, community partners, and stakeholders.
- Support community partners/and stakeholders to raise concerns about issues affecting their community.
- Plan/facilitate community outreach and education.
- Adhere to ICLA policies, donor agreements, work plans, budgets and procurement plans.
- Adhere to NRC’s Human Resource, Financial, Logistics & Security policies and procedures.
- Any other task relevant to the position as requested by the line manager.

Context/ Specific skills, knowledge and experience:
- Some experience working on community mobilization activities in a humanitarian/recovery context
- Some experience in working with government authorities and vulnerable beneficiaries
- Skills and experience in case management and conflict resolution
- Fluency in local language; English language skills will be considered an asset
