Program / Department Summary
Mercy Corps is implementing eighteen Months, Global Affairs Canada; Peace and Stabilization Operations Program (GAC, PSOPS) funded project Gender and Conflict-Sensitive Approaches to Peacebuilding in Ethiopia (GCAP) across the Afar, Oromia and Somali regions. The overall goal of the project is increased peace, security, and stability for people, particularly women and young women and men, in Ethiopia. The project is structured around two areas: (I) support formal and informal institutions to improve their capacities to prevent and manage conflict and (ii) increase meaningful representation and participation by women and women-led organizations in conflict management and peacebuilding processes within formal and informal institutions.
General Position Summary
The Gender Equality and Social Inclusion adviser reports to GCAC program manager and technically to Country GEDSI adviser and Works Directly with all Mercy Corps projects and operation team in HO and FOs. S/He will be responsible for the overall planning, coordination, implementation, monitoring, evaluation, and provision of technical support on the promotion of gender equality and gender responsive peacebuilding to the GCAP team in the head office and field offices. The position holder shall oversee technical quality implementation and delivery of the gender and GBV related activities and gender integration across all the project activities. In addition, the position holder will be responsible to identify gender, GBV and protection related concerns in different project areas in line with conflict related risks and peacebuilding work to develop possible strategies to work around identified concerns to promote gender equality and social inclusion including women leadership in the peacebuilding process at various levels. In addition, the position holder is also responsible to provide capacity building trainings on gender, protection and GBV related topics to government line bureaus, community representatives, and other development and humanitarian actors. S/He will be also responsible to lead organization transformation on Gender, Diversity, and inclusion (GDI); as well as leading staff transformation through facilitating reflections and promoting inclusion workplace environment.
Essential Job Responsibilities
Strategy & Vision
· Collaborate and work closely with projects team members to make sure effective integration of gender and social inclusion concerns.
· Collaborate with relevant government and non-governmental actors to effectively identify gender and social norm issues to inform project designs and activities
· Able to learn and update his/ her information or knowledge to adapt the changing situation and context in promotion gender equality and social inclusion
Program Management
· Lead gender based plus (GBA+) analysis process to inform program design and activity revision
· Make sure gender and social inclusion concerns to be integrated in all programs related assessments to better understand the concern and to inform program design and strategy development
· Promote women leadership and meaningful engagement in a peace structure at various levels through suggesting relevant strategies to address the gaps
· Ensure the project to have gender sensitive and gender equality designed properly which focus on access to and control over resource, leadership, and participation and so on.
· Coordinative with monitoring and evaluation team to do regular monitoring and evaluation of the project activities
· Lead/oversee the process of gender and social norm reflections at the community and organizational levels
· Provides training to Mercy Corps staff, community representative, government stakeholder and other relevant actors on various topics of gender, protection, social inclusion and GBV
· Work closely with government actors to promote women leadership and meaningful participation in peace building related works
· Provide technical guidance for the GBV and psychosocial related intervention
· Support country level GESI and GDI priorities / initiatives

· Supports and liaise with all project team and provide a capacity building including training and coaching on gender mainstreaming, social inclusion and other related on the job training and capacity building.
· Promote accountability, communicate expectations, and provide constructive feedback formally and informally.
· Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Influence & Representation
· Make sure to coordinate with government and other development and humanitarian actors to promote gender equality and social inclusion in a peacebuilding effort
· Represent Mercy Corps in various platforms, networks and coordination forums that focuses on gender, GBV and protection
· Always upholds the image and values of Mercy Corps
Security
· Ensure compliance with security procedures and policies as determined by country leadership.
· Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability to Beneficiaries
· Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
· Mercy Corps team members are expected to implement community accountability reporting Mechanism (CARM) effectively
· Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values always and in all in-country venues.
Supervisory Responsibility
· The GESI adviser is responsible to provide technical support to all project team members to be able to properly integrate GESI concerns during day-to-day activity implementation; as well as responsible to provide a capacity building training.
Knowledge and Experience
· BA degree in Gender and social development, Sociology, Psychology, Social work, or other similar social science field of studies
· Minimum six years’ work experience in gender and GBV related roles (Experience working in NGO is an advantage)
