PCI/GC Background

Founded in 1961, PCI is an international non-profit organization dedicated to enhancing health, ending hunger, overcoming hardship, and advancing women and girls around the world. In 2018, PCI served more than 12 million people in 15 countries across Asia, Africa, and the Americas. During the past 50 years, the organization has served millions more in 14 additional countries. PCI has five decades of experience and demonstrated impact in long-term development and community health, and 40 years of experience managing large-scale US Government (USG) grants. contracts, and cooperative agreements. It manages a portfolio of integrated programming that includes significant projects addressing reproductive, maternal, newborn and child health; food, nutrition, and livelihood security; HIV/AIDS; other diseases; water, sanitation, and hygiene; and humanitarian assistance/disaster risk reduction programs.

PCI/GC has been working in Ethiopia since 2005 and is implementing a project ‘Resilience in Pastoralist Areas (RIPA)’ funded by US Agency for International Development (USAID) that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities. RIPA is a five-year project started in 2020. 

Job Summary: 

The Emergency Procurement and Logistics Officer will be part of Finance and Operations team and responsible to handle works of the RIPA-South Emergency Response Crisis Modified activities. PCI/GC seeks to recruit an individual who is passionate, knowledgeable and experienced in Procurement and Logistics roles for one year with possible extension based on performance and availability of funds. This recruitment is contingent on donor approval on funding.  

Specific roles and responsibilities

 Procurement

  •  Lead the bidding process by developing and issuing request for Quotes/proposals (RFQ/RFP) and completing a purchase request process
  • Develop and regularly review procurement and distribution plans; in coordination with Finance and Operations, and programs Staff.
  • Handle Negotiations with suppliers
  • Maintain relationships with suppliers, and program staff
  • Prepare, review and utilize Procurement contracts, including Service Level Agreements) for services purchases
  • Prepare and submit timely and accurate supply chain report(s) to inform decision-making process. 

Logistics

  •  Develop and monitor vehicles movement plans, vehicle repairs, drivers’ assignment, vehicle safety, and fuel consumption.
  • Dissemination and adherence of the vehicle safety policies by all vehicle users.
  • Conduct transport need assessments
  • Develop vehicle management cost analysis
  • Regular issuance, review, and usage of vehicle monthly reports to inform strategic decision-making process.

Required Qualifications:

  •  Bachelor degree in Supply Chain Management, Business Administration,  Purchasing and Supplies Management, or related field
  • A minimum of 3 years of relevant work experience in similar NGOs
  • Efficiency with use of (Microsoft Office; Word, Excel, PowerPoint and Outlook) is essential  
  • Excellent organizational, interpersonal, written, and verbal communication skills in English and other Ethiopian languages
  • Demonstrated ability to coordinate tasks to meet deadlines
  • Good interpersonal skills: ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Strong work ethic and willingness to work a nontraditional work schedule.
  • Comfortable working in a start-up environment
  • Up to 30% field travel to project operational areas
