The Ethiopian Public Health Institute(EPHI) is established by the council of ministers regulation No. 301/2013 which recognize the Institute an autonomous federal government office having its own legal personality. The institute is accountable for the Federal Minister of Health.
The institute shall have the following objectives:
1. Undertake research, based on national public health research agenda, on priority health and nutrition problems, and generate, absorb and disseminate scientific and technological knowledge to improve the health of the general public;
2. In collaboration with the concerned bodies conduct surveillance for the early identification and detection of public health risks and prevent public health emergencies through adequate preparedness; and alert, warn and dispatch timely information during public health emergency, respond effectively and timely and ensure rapid recovery of the affected population from the impact of the public health emergency;
3. Strengthen its laboratories with trained man power and technology to undertake problem solving researches provide effective response to public health emergencies, carry out referral diagnostic and analytical tests; and support the capacity building of health and food science laboratories at the national level to enable them provide quality
laboratory services.
The Institute secures average annual revenue of 25 million Birr and more than 20 million USD (in cash and in kind) from different donors.
The Ethiopian Public Health Institute, EPHI shall have advisory board in respect of policy, strategy and other major institutional matters.

I. Goal
Under the supervision of the MoH, and in close coordination with the programme sections of EPHI, the incumbent will support the planning, coordination, monitoring, and reporting of overall COVID-19 emergency operation center activities including case management section, risk communication and community engagement, Laboratory and surveillance, and for the COVID-19 preparedness/response in all regions.
COVID 19 pandemic is costing our country in every aspect. However, the response and the challenge is mainly making the case management the core of the response. Particularly, the main regional counterparts and stakeholders should work hard in addressing all the challenges and move forward in effectively tackling the pandemic
II. Key deliverables
As a National/Regional COVID-19 EOC officer, expected deliverables are:
· Support the national/regional COVID-19 EOC response activities
· Establish a strong loop with regions/zones on every activity in the response and strengthen sustainable system for follow up.
· L Support the implementation of strategies and plans with a focus on sub-national levels.
· Contribute to the development and organization of training/orientation activities at national and sub-national levels as required.
· Provide inputs for and support the development of emergency operation center strategies, plans of action and other relevant documents such as funding proposals, monitoring reports etc.
· Support national/regional authorities to coordinate COVID-19 response at national and sub-national levels
· Support the documentation of lessons learned and best practices.
· Strengthen the Case management and facility readiness activities in the assigned area
· Support rapid surveys around knowledge and perceptions and generation of critical data regarding RCCE, case management, laboratory and surveillance, and other aspects of the response
· Support and strengthen the HBIC (Home-based isolation and care) and Health extension workers integration
· Develop strong partnerships with key stakeholders – community groups, leaders and other partners in the community and civil society – for the promotion of key behaviors to stop transmission.
·Support the implementation, monitoring and evaluation of programme activities.
· Support social media monitoring and lead the management of rumors and misinformation related to COVID-19.
· Map out and facilitate stakeholders’ and community engagement at all levels
· Improve the level of risk perception and NPI adherences at lower level
· Strengthen the RCCE stakeholder coordination and engagement
· Reach vulnerable population with targeted and quality messages
· Empower targeted communities informed decision-making capacities
· Empower communities to take COVID-19 Vaccines
· A minimum of a Bachelor’s degree in Public health, Medicine, field epidemiology and other related fields
· Work experience requirements are 10 years for degree, 8 years for masters and 6 years for PhD.
· professional experience in public health emergency management, disaster management
· Professional experience working COVID-19 emergency operation center Is a plus
· Knowledge of the Ethiopian health system
· Excellent problem solving, analytical and quantitative skills, including great attention to detail.
· Proficiency with of word processing tools and spreadsheets (MS Office Word, Excel etc.)
· Strong communication skills
· Team-oriented with strong commitment to excellence
· Excellent organizational and problem-solving skills
· Ability to learn on the job quickly and be flexible
