GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL;s Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

General Description of the Role:
The Community Outreach Officer will be responsible for the overall management of GOAL’s day to day outreach service in the management of Community-based Acute Malnutrition in field site (Refugee Camp) through community mobilization, sensitization and education.
KEY AREAS OF ACCOUNTABILITY/DUTIES:
Key Duties:
- Plan, organize and support the Community Outreach programme in the refugee camps.
- Orient community Outreach agents and community nutrition workers to the principles of Community based Management of Acute Malnutrition (CMAM).
- Supervise the activities of COA/CNW/ leaders to ensure communities are sensitized to the programme as quickly as possible.
- Have updated list of the refugee’s community (includes number of refuges, HHs, etc).
- Ensure all targeted beneficiaries are being provided the service and attending the programmes.
- Conduct house to house visit at least twice a week.
- Create access to health and nutrition services through ensuring prompt referral by CNW.
- Plan and conduct training and refresher training for COAs when possible on outreach activities
- Ensure comprehensive community outreach and mobilization, health education and treatment are undertaken per the guidelines.
- Check that all messages to careers, community groups, leaders and authorities are consistent and fully understood.
- Provide technical assistance to the stake holders/partners in planning of training for Incentives/COAs and other key figures in the community (Traditional healers, religious leaders, influential groups…)
- Respect the dignity of the target group, careers and members of the community
- Ensure that awareness of the refugees about nutrition and related issues is raised as planned.
- Provide on-job training for COAs – both whilst present at the OTP/SFP site and through occasional workshop days.
- Promote positive behavior about health and nutrition issues, including value of plumpy nut, breast feeding and weaning.
- Undertake performance appraisal in line with GE HR guideline and communicate with the line manager
- Prepare and Submit weekly and monthly reports for each site to immediate supervisor;
- Report any progress and any problems in a timely manner to the immediate supervisor;
- Gender sensitive.
- Perform other duties assigned by the line manager
Mainstreaming Issues:
- The employee must read, understand and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.
Compliance Issues
- Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
