Introduction

Family Guidance Association of Ethiopia /FGAE/ in partnership with Amref Health Africa implements Kefeta-Integrated Youth Activity(IYA) project in Dessie, Kombolcha & Samara/Logia towns under Dessie Cluster.  Kefeta-IYA project envisions Ethiopian youths who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will strengthen the youth ecosystem in Ethiopia with integrated, multi-sectoral, youth-centered programming aligned with the Positive Youth Development (PYD) approach.

I.        Job summary 

The Cluster Manager is responsible for planning, coordinating, directing, controlling, monitoring & evaluating the activities of Kefeta-IYA project at the Cluster level to be implemented under FGAE. She/he ensures the proper implementation of multi-disciplinary community based development programs, and supervises the overall activities of his/her respective cluster and maintains good relationships with stakeholders to realize the strategic objectives of the Kefeta-IYA project.

II. RESPONSIBILITIES AND TASKS

 Roles and responsibilities 

Ø  Plans, organizes directs, coordinates and controls the operations of the cluster cities/towns;

Ø  Provides overall leadership and guidance in execution of FGAEE and donor’s policies, programs and activities in the cluster cities/towns;

Ø  Organizes Area Program Office teams become functional;

Ø  Lead quality implementation of Kefeta’s technical and operational deliverables in the cluster cities/towns;

Ø  Work closely with the corresponding staff assigned by Amref Health Africa in ensuring quality, technical and operational implementation of the program including to avail timely updates and reports;

Ø  Establish and maintain positive and productive relations and collaboration with the regional/cities/towns level stakeholders;

Ø  Represent FGAE & Kefeta project at regional and local level fora and platforms as appropriate;

Ø  Lead Cluster level planning and performance reviews as per FGAE’s  planning and monitoring cycle Kefeta’s;

Ø  Document project lessons learned, good practices on youth;

Ø  document case studies on concrete youth inclusion undertakings where more young people (male and female) are excelling;

Ø  Formulate youth inclusion annual learning agenda and make recommendations for improvements as the program evolves;   

Ø  Document and disseminate relevant practices and lessons on effective contributions to youth employment to local stakeholders including national government agencies that influence positive spinoffs to an enabling environment for youth led enterprises;

Ø   Oversees the efficient and appropriate allocation and utilization of the physical, financial and other resources of Kefeta project for  the program area;

Ø  Documents and shares project outputs, inputs, best practice and other learning experiences in order to build knowledge and experience base for current and future use;

Ø  Write and submit timely activity reports (monthly, quarterly and annually);

Ø   Implement  work plans for field office operations;

Ø  Ensures that implementation of field programs proceeds according to approved plans and that immediate corrective actions are taken when required,

Ø  Supports external and internal project reviews for higher-level reflective practices;

Ø  Works with Project M&E Officer and other staff in review of project report, compiles and shares lessons for future project design considerations;

 

Other responsibilities:

§  Performs other related activities as assigned by the immediate supervisor.

III. QUALIFICATIONS

A)    EDUCATION/TRAINING

Required:

§  BA/BSC/MA/MSC Degree in Health sciences, Demography, Sociology, Economics, Business Management,  youth studies or other related fields 

B) Experience:

Required:

·       Five (5) Years’ experience for MA/MBA/MSC… after graduation.

 

Desired:

§  Five years of relevant work experience of which at least two years in project/program management preferably in an NGO/USAID environment.

C) TECHNICAL AND OTHER SKILLS

Required:

  • Ability to facilitate and encourage collaborative teamwork, experience sharing, effective problem solving and conflict resolution;
  • Ability to identify and propose solutions and innovative strategies. 
  • Proficiency in computer (Word processing, Excel; PowerPoint, other social Medias ;
  • Excellent written and verbal communication in English Language;
  • Firm belief in teamwork, gender equality, and participatory approach and sustainable development.

E) Other Personal Attributes /Key Relationships
