Working in partnership with the Federal Ministry of Health (FMOH), HIV/AIDS Prevention and Control Office (FHAPCO), Regional Health Bureau (RHB), local universities and colleges, ICAP Columbia University (ICAP-CU) Program on Ethiopia, funded by PEPFAR, through CDC supports comprehensive HIV/AIDS services in hospital-health center-community health networks in Ethiopia. Using funds obtained from PMI through USAID, it supports Malaria Laboratory Diagnosis and Monitoring in eight regions, and using funds obtained from PEPFAR through HRSA/CDC, supports nursing and midwifery capacity building in seven regions of Ethiopia. The global Nursing Capacity Building Program (GNCBP), PEPFAR funded program through HRSA, supports pre service and in service nursing programs in the country. The General Nursing component of GNCBP supports country programs on quality of nursing services and nursing care standards, works with FMOH, RHBs and nursing and midwifery professional associations.

Job description of Central HIS Advisor

Job Summary
The Central HIS Advisor is responsible for providing expertise in the design, analysis, development, deployment, use, improvement, and maintenance of various eHIS implementations that strengthen health service quality, effectiveness, and efficiency across the range of supported regions. The incumbent will also participate in the implementation of the eHealth and other systems as well as follow-up of implementation and mentoring of health workers and system users. He/she will also advise and play critical role in the data analysis and quality assurance features of the electronic systems as well as in designing, coordinating, undertaking and reporting data quality assessments and data use activities related with the e-Health Systems.
Duties and Responsibilities:
· Organize and participate in eHealth systems requirement gathering, interpretation, design and deployment with focus on both health system and data management concepts
· Advise the software development team with respect to the health and perform system analysis for the eHealth systems design
· Plan, lead and participate on the software testing and deployment with other program staffs and software development team
· Support system updates, modifications and ongoing improvements to be made, by liaising with software development team and the other HIS teams
· Advise proper system requirement documentation and updating for all HIV /AIDS related eHIS systems
· Participate on the standardization and automation of data quality assurance activities in designing, deployment and, Monitoring & evaluation of eHealth systems
· Involve and advise designing, implementation, testing & support of other HIV related programs like case-based surveillance e-health systems design and implementation
· Develop strategies identifying critical information, as well as the necessary tools to retrieve and analyze data.
- Providing technical input to systems integration and use of data management information systems, e.g., Electronic Medical Records (EMR), Health Information Exchanges (HIE) and tools to facilitate data entry, transmission, and use.
· Participate and support the design, scale-up, improvement and implementation of eHealth information systems including, EMR-ART, LIS/ETORRS & other eHealth systems
- Build capacity on health information systems at different levels through organizing mentorship, training and workshops.
· Facilitate the use of data through the application of innovative approaches at different levels.
· Participate in coordination of project activities and produce periodic project performance reports and submit as required
· Carry out other tasks as required.
· Master Degree in M&E, public health, health informatics, or epidemiology
· 5 years of relevant experience on Health Management Information Systems (HMIS)
· High level experience in database management, software requirement analysis and system deployment
· Proven experience in training and capacity building
· Basic computer knowledge with ability to use the MS office applications
· Experience with HIV/AIDS related information system ·
· Expertise in using EMR and other health information system is a plus
· Expertise in statistical software and computer use proficiency.
· Knowledge and experience applying the Principles for Digital Development
· Proven ability to work collaboratively in a multidisciplinary team and to build consensus
· Detail-oriented and deadline-driven with strong organizational skills
· Highly self-motivated and able to work independently as well as in team settings
· Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels
· Professional verbal and written fluency in English required
· Ability to work in a dynamic and agile environment with changing requirements and priorities
· Have a hands-on experience in health information management system design and strong analytical and presentation skills.
