Plan International’s first operation in Ethiopia started in Lalibela, in November 1974 and is currently implementing its program in Gambella, Benishangul-Gumuz, Afar, Oromia, Amhara, SNNPR, and Addis Ababa City Administration. Plan International Ethiopia will also continue low presence in Somali and Tigray. Furthermore, if there is a national-level emergency crisis in the country Plan International Ethiopia will respond quickly, effectively, and at a significant scale, even in areas where we are not present.

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, Tigray, and Addis Ababa City Administration on different projects funded by different donors including sponsorship. Plan International Ethiopia’s main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.
This role will be managing the implementation of BHA/USAID funded project titled “Addressing Critical Child Protection Needs of Internally Displaced Populations and Host Communities in Amhara and Tigray Regions’’. The project intended to address the life-saving child protection assistance for displaced populations and host communities impacted by the conflict in both regions
The project is implemented in two regions Amhara and Tigray sourced from the same donors so that coordination and support of the project teams in the two regions in terms of implementation and donor reporting and communication are part of the project manager role. The project has a gender component or strong gender and GBV dimensions which should be integrated in all protection activities this once again needs the follow up and support of the Project Manager to all field team.
The job holder is responsible to facilitate integrated programming in joint areas of operation with a focus on: cross-learning, downward accountability, closely monitoring the project activities and budget implementation and producing consolidated narrative reports and facilitates effective working relationships amongst BHA/USAID project staffs, other response team in the region, government and non-government partners and stakeholders’ meetings in the respective regions. The project manager will work directly contributes to the realization of Plan’s purpose and provides effective and efficient technical guidance and support towards the successful implementation of BHA/USAID funded projects in Amhara and Tigray regions as an integral part of Plan’s emergency response that are currently under implementation and other upcoming projects in both region within the framework of Plan Ethiopia’s Country Strategic Plan.
The position holder will be responsible to coordinate with child protection in emergency project managers of the two-region based at Bahir Dar and Mekelle. The projects are planned to be implemented in close partnership with responsible government sectors at all levels including IDPs and host communities. Moreover, the projects are demanding to coordinate with technical persons at Plan International USNO. The Project Manager will have keen responsibilities to spare time to consistently support the field teams of both regions. The projects manager will create synergy with other humanitarian and development projects currently under implementation and upcoming projects in both program areas. The Project Manager is also responsible to produce quality reporting for the projects activities and communicating timely with donors and USNO team including addressing any other BHA/USAID project compliances through BDD team as per the agreement and references.

Key Relationship
Internal Relations: The post holders do have key relationship with USNO team and PIE different department team of the humanitarian program, finance, business development, development program mainly program quality, human resources, logistics and administration and program area team in Amhara and Tigray including the project field staff.
External Relations (Outside Plan International): USAID/BHA, DART, relevant government sectors, cluster and working groups; private and public sectors, consultants, and other relevant development and humanitarian organizations. The post holder will also maintain relationships with target IDPs and host communities who have diverse socio-economic and cultural contexts.

Accountabilities and main work activities
The Project Manager is accountable for coordinating and facilitating the implementation of Child BHA/USAID funded Child Protection in Emergency Project in Tigray and Amhara regions targeting IDPs and host communities affected by the northern Ethiopia conflict designed to Addressing Critical Child Protection Needs of Displaced Populations in Tigray and Amhara Regions. The post holder will be specifically responsible to facilitate integrated programming in joint areas of operation with a focus on: cross-learning, downward accountability, monitoring integration aspects and producing consolidated narrative reports.
S/he will be responsible for leading the implementation of BHA/USAID funded chid protection in emergency project activates and budget in collaboration with child protection project managers and ERMS who area stationed in Mekelle and Bahir Dar. Furthermore, the Project Manager will be responsible to coordinate with finance, procurement, and logistics units of the CO to facilitate any support required for the project activities and budget implementation. The role post holder is expected to have key roles and responsibilities in the following areas:
Project Management & Coordination – 50%
· The post holder will be the overall budget manager for BHA/USAID project at the CO level and support the project staff in terms of budget and overall project management.
· Oversee implementation of BHA/USAID child protection in emergency project activities ensuring that services are delivered on time, on budget and in compliance with donor regulations including country level coordination in Amhara and Tigray regions.
· Closely monitor the progress of budget and activities and adjusting project implementation as necessary in consultation with all internal and external stakeholder including donors.
· Ensure that child protection partners and frontline staff understand the requirements and quality standards for implementation mainly child protection in emergency global standards.
· He/she will have matrix supervision of the project managers in Tigray and Amhara regions with the Amhara PAM and Tigray ERMs and provide timely coordination and guidance in the delivery of child protection in emergencies programs.
· The project manager will be responsible to organize experience sharing sessions with relevant stakeholders and ensure cross learning among the relevant project staff and partners members including IDPs and host community members.
· Develop Detail Implementation Plan (DIP) based on the dynamic context in the Implementation area and revise regularly with the active involvement of the field team including procurement, recruitment and distribution schedules of program supplies in line with program logistics/supply chain capacity. Work with the child protection team to develop work-plans and follow-up with team members regularly to ensure that activities are on track
· Prepare regular and high-quality project narrative, activities and financial reports to the donor and other stakeholders in compliance with internal Plan International requirements and any relevant external requirements.
· Undertaking ongoing protection needs assessments, capacity assessments of local stakeholders and identify needs to be addressed as a matter of urgency.
· As per the SOP of PIE, the BHA projects manager is responsible to manage PO modification, budget and activities following as per agreed action with donor and field team for the CO and Tigray parts since PIE do have SAP system for the region yet. Of course, do similar light follow up and support for the Amhara budget activities management in the SAP.
· Organize project re-planning & monitoring meetings with staff, partners and other stakeholders regularly to ensure quality project management in all aspects.
· The BHA/USAID projects manager will be responsible to support the visibility and communication activities of the project in line with the Communication and Visibility plan of the project and brands of BHA/USAID.
· Provide effective oversight to BHA/USAID budget in collaboration with CO grant finance coordinator and supply chain team to access support required for project implementation with the SAP expenditure and actual monitoring and follow up.
· Ensure that child protection program is implemented in ways responsive to communities, stakeholders, and children in line with Plan International principles, values, procedures and strategic plan.
· Establish strong working relationships with all project staff in the program area, other members and develop an in-depth understanding of the activities and ensure effective information sharing and learning across agencies including providing monthly and quarterly update on project budget and activities for internal consumption.
Coordination and partnership
· Establish effective working relationships and partnership with the government counterparts, consortium members, implementing partners, private and public sectors, consultants, and other humanitarian organizations and target population in the project operational areas.
· Coordinate between USNO and ERMs, PAM and other internal staff to maintain consistent delivery standards and good working relationships.
· Represent Plan International Ethiopia in meetings and cluster coordination with the donor and at cluster/coordination/working group meetings (protection, child protection, GBV, mental health etc) and other meetings and forums in the CO levels.
· Ensure that project interventions continue to be informed by and integrated with other core sectors of plan International, such as education, health & nutrition, WaSH, SRHR etc;
Human Resources Management
· Participate and lead the JD design, job advert and recruitment of project staff as per the manpower plan in the project for Amhara and Tigray regions.
· Ensure staff wellbeing and benefits are maintain and addressed as per the HR&OD policy of PIE and do similar follow up and support field team to ensure project team do have the required work discipline.
· Orient, train, and support project staff as necessary and facilitate the project staff capacity building if there is any capacity gaps in consultation of the ERMs and HR&OD team of the CO.
· Undertake performance management to respective program staff as required primarily the child protection project managers of Tigray and Amhara regions. And do necessary follow up for the timely performance review other project staff by their respective supervisors.
Monitoring and Evaluation
· Conduct regular field level project implementation progress monitoring in both regions to ensure the timely delivery of project activities and budget set in the project proposal with the expected quality
· Work closely with the humanitarian MEAL team in particular and program quality department in general to maintain and develop mechanisms to monitor and evaluate the impact of the project implementation in Amhara and Tigray regions.
· , as well as its partners and ensure learning is integrated into future program design.
· In collaboration with CMM, ensure proper Monitoring, Evaluation and Learning and information generated is used for project Implementation in Ethiopia.
· Closely work with field team and CO MEAL staff to design reporting systems for weekly and monthly project activities and budget implementation progress follow up to ensure accountability through timely and quality report submission.
· Follow up and provide necessary management and technical support for the full implementation of community-based complaint, feedback and response mechanisms which are appropriate to the community culture, region, norms and languages.
· Ensure full compliance with reporting to donor, the local government and internal requirements of PIE, review performance and documentations of learning as per established standards and templates.
Representation – 5%
· Support the field team in represent the project and liaise with government stakeholders, donors, local and international NGOs and any other relevant stakeholders.
· Represent Plan International Ethiopia in all BHA/USAID and DART plat forms and project implementation progress update in consultation with USNO.
· Engage, participate and coordinate cluster group meetings in protection sector at all and relevant levels.
· Support partners and PIE project team in understanding Plans’ child protection strategy and program criteria and capacity building activities on child protection as part of the regular work at field level.
· Ensure and support the field staff of both regions and CO protection team to represent Plan International Ethiopia in their respective region in the area of child protection.

Qualification and Experience
Bachelor’s and/or master’s degree in sociology, psychology, social Work, education, development studies, disaster management and humanitarian science, community development, law, political science and related fields with at least 8 years of relevant experience.
Work experiences
· Minimum of 8 years of experience in management and coordination of humanitarian and development programs/projects in Ethiopia in the NO sector of which
· minimum 4 years of experience in Child Protection and Safeguarding programs/projects in a senior position (coordinator, manager, etc.).
· Programs/projects dedicated to the nexus humanitarian/development in a senior position (coordinator, manager, etc.)
Knowledge
· Knowledge of child protection in emergencies standards, principles and procedures including other humanitarian standards
· Knowledge and understanding of gender equality and gender transformative programming and projets management
· In-depth knowledge of project cycle management including financial and human resources management.
· Knowledge and understand of MEAL system and capturing learning elements to be used in the projects planning.
· Knowledge of the child protection in emergencies sector including protection risks and response interventions.
