The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Data Administrator (6 months fixed term Contract) based in Addis Ababa.

The Protection Data Administrator administers data collected by the ICRC to support its activities on behalf of people entitled to protection under international humanitarian law.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules in Ethiopia
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

The Protection Data Administrator is responsible for the management of “non-sensitive” individual data resulted from the tracing activities in Ethiopia.

Tracing requests and unaccompanied minor’s cases

  • Analyzes the cases according to ICRC procedures and criteria, crosschecks and updates the Prot6.
  • Providing statistical overviews and other analysis as requested.
  • Ensure that there is a good quality data-management system by carrying out data controls
  • Maintains a proper filing system (Individual files), ensures that no individual cases are misplaced or lost.

Implementation of the CTA Data Breach Follow-up & Response

Under the supervision of the Deputy Protection Coordinator for PFL and the Data Manager, contributes to the Ethiopian delegation’s response to the CTA Data Breach gathering/analyzing information related to the affected caseloads (ICRC & ERCS) and its organization/update in Prot6 and FLA, to then inform related beneficiaries according to the established follow up guidelines.

  • Review all the information contained in the physical files, the STM, and SFE to compare it with the information available in Prot6 and FLA for ERCS according to the check list provided by the delegation.
  • If information is missing in the physical files, print the missing elements to complete the physical files.
  • If information is missing in Prot6, record the proper follow up according to Prot6 guidelines.
  • Encode all the relevant information on informing the beneficiaries in Prot6.
  • Support in notifying affected populations as needed.
  • Liaise with the PFL team to determine to follow up to bring to each case and ensure the case is properly transmitted to the person in charge.
  • Ensure that there is a good quality data-management system by carrying out data controls
  • Maintains a proper filing system (Individual files), ensures that no individual cases are misplaced or lost.
  • Focal point for providing statistical overviews and other analysis as requested.

Promotes and ensures a quality data management system (data controls)

  • Ensures regular data quality control as defined in the Data Control procedures for the ETA DB and make the corrections accordingly
  • Whenever a mistake is found, make a query, create a view/selection/dashboard for a data control to avoid the same mistake in the future.

Protection statistics for external reporting and ad hoc figures for internal use

  • Creates views, selections, dashboards and reports necessary for individual follow-up cases
  • Providing statistical overviews and other analysis as requested

Support to the Data team

  • Replaces or assists the data team members whenever necessary.
  • Participates in the Pre-archiving process.
  • Participate to the review of the data entry procedures for the management and update of data.

Support to the Protection department and the delegation

  • Receives visitors, assesses the situation and treats cases according to the needs.
  • Attends and actively participates in the Department’s meetings.

 

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development
  • Performs duties and tasks not covered in this job description – including in the field in the rest of the region – and provides support to the rest of the protection team and other departments when necessary
  • Develops and maintains a pleasant working atmosphere within the delegation
  • Treats information (general and specific) with confidentiality and accuracy.
  • University Degree in Data Science, Information management or closely related field
  • 2 years experience in related field 
  • Excellent command of English and Amharic (written and spoken). knowledge of other local language skills an asset.
  • Excellent computer skills, including Microsoft Office Suite (knowledge of SQL or programming languages an asset.)
  • Capacity to learn and adapt to new work methods
  • Able to work under pressure, flexible and open to extra working hours if necessary.
